In 1967 the United States signed an agreement that States that the Red planet belongs to all.

However, the law allows the colonization of other space objects, but the provisions of the agreement should not be violated.

This is because the space acts the law of the sea – right on Mars, you cannot dictate to anyone, and, as in the case of international waters, all ships follow the rules of the state whose flag travel.
The publication notes that problems can occur if the Mars colonists want to become several States. So, if the spacecraft happens fight, the offense will be able to recognize the side that is home to the perpetrator of the incident.
