In his opinion, it is necessary to improve “the quality of institutions, ensuring quality of life.”
He explained that we are talking about many aspects, ranging from education for children and medicine to personal safety, travel and “moral comfort from the point of view of communication, openness, ability to speak on many topics”.
“If Russia will be able to go back to the creation of such conditions or to make substantial progress in their creation, many will be back,” he said.
So, according to Kudrin, was in the early 2000-ies. “I was a witness when a large number of our fellow citizens have returned to Russia to do business here and work in technology companies. Often they came as representatives of Western companies, but they are then stuck here.
It is possible to create a reverse flow, but this requires some effort,” — concluded Putin.
