In this respect, I suggest all interested to see the four tenets of togolaise :
1. Animals are able to think, feel and suffer. That is, to love and to hate; to experience sorrow and joy, fear and sadness, and to act consistently based on the analysis of causal relationships between events. Each animal has a personal character and habits. Among animals there is good and evil, cunning and ingenuous, obedient and stubborn. Therefore, animals should not be treated impersonally ! And taking a decision on the fate of any “zoography” ( such as stray dogs or cats ), people should not indiscriminately declare them all bad, and targeted for elimination, just as the Nazis declared “bad” Nations and nationalities.
2. In behavioral sense, animals are no better than the people, but not worse. Therefore, the legal regulation of conflict of the relationship between man and animal is necessary to observe parity of interests and to examine the motives of the offense, ensuring that each of the parties respect for the fundamental and inalienable rights and freedoms enshrined in relevant Universal Declarations recognized by the UN.
3. Animals are an integral part of life on Earth and play an important role in maintaining the balance of Nature, the violation of which is fraught with dangerous consequences for people. Therefore, a person must not intentionally deprive the animals free access to vital resources. If it happened because of unavoidable circumstances, one is obliged to take all necessary measures to maintain the population, including the provision of food, water and seasonal shelter from adverse weather conditions.
4. Any legislation concerning the relationship between man and animals, must include a section regulating the rights and obligations of their owners.
