He added that preparations for the liberalization of the electricity market, which should begin to operate by 2019. Also by 2025, the EEU will begin functioning single financial market.

At the upcoming summit will be agreed upon benchmarks of macroeconomic policy of the countries – participants of the Union. “Preparing to the signing of more than 50 documents, including the new Customs code of the Union”, – said Ushakov.

Putin will announce estimates of the EAEC

The President of Russia Vladimir Putin in his speech at the meeting of the Supreme Eurasian economic Council in Astana on may 31 will give voice to the Russian evaluation of the work of the Union.

“The President sums up the Russian rating of one and a half years of work of the Eurasian economic Union and will focus on our vision of integration for the future”, – said Yuri Ushakov.

As said the representative of the Kremlin, the President intends to emphasize that the Union has passed the formative stage, new members had joined. Today the Union is one of the largest associations – more than 182 million consumers – and clearly operates on the basis of universal norms and principles of the WTO. “And we will continue to adhere to these norms and principles,” he said.

According to Ushakov, Putin prior to the summit, will hold a meeting with President of Kazakhstan Nursultan Nazarbayev. Assistant to the President of the Russian Federation noted that it will be discussed the state and prospects of bilateral cooperation and current international issues and ways of widening cooperation in the post-Soviet space in the framework of integration associations.

Ushakov said that after this meeting we will start the activities of the Supreme Eurasian economic Council in narrow first, and then in the extended format. On the trade regime with Serbia

The leaders of the countries of the Eurasian economic Union, which will gather on Tuesday in Astana at the summit, plans to launch negotiations on unification of trade regime with Serbia, said the presidential aide.

“In Astana it is expected a decision about starting negotiations on the unification of trade regime with Serbia”, – said Yuri Ushakov.

Ushakov noted that the relationship of the EEU with other countries will be one of the topics of the meeting of the Supreme Eurasian economic Council in expanded format. He recalled that the Union had already signed the agreement on free trade zone with Vietnam and at the forthcoming meeting it is planned to discuss measures for the early launch of this zone. In addition, Ushakov recalled that similar negotiations are ongoing with Israel, and at the expert level, the issue of creating free trade zones with India, Egypt and Iran.

Ushakov added that in his speech Putin also drew attention to cooperation with the EEU, the SCO and ASEAN.

The presidential aide added that the development phase is the draft agreement of the EAEU on the procedure for conclusion of international treaties of individual member countries, which will regulate various issues of this activity.

A trade and economic agreement with China

The leaders of the EEU may 31 may to launch negotiations on trade and economic agreement with China, Ushakov said.

“It is expected that leaders will be instructed the Eurasian economic Commission on the signing of the joint Declaration with China to start negotiations on concluding agreement on trade and economic cooperation between the Eurasian Union and China”, – said Ushakov.

He added that cooperation with China will become a separate topic of conversation of leaders in the narrow format meeting of the Supreme Eurasian economic Council to be held on 31 may in Astana. The Deputy President noted that we are talking, including about pairing the EEU and the Chinese initiative “economic belt “silk road”.

Ushakov added that another topic of conversation in a narrow format will be relations with the European Union. He recalled, about the position of the EEU that the European and Eurasian integration can and must effectively complement each other.

Another issue will be the obligatory participation of the representatives of the Eurasian economic Commission in the bilateral negotiations, which are member countries of the Union with the European Union under the basic agreements on cooperation and partnership.

Finally, it is expected to make a decision about the date and venue of the next meeting of the Supreme Eurasian economic Council. According to Ushakov, among the options of place and time – in September in Bishkek, in October in Yerevan, or in December – in Moscow. The Deputy President noted that the last option will offer the Russian side.
