The Ministry of Finance and the Ministry of energy have reached conceptual agreement on the reform of the taxation of the oil industry and the transition to collecting added tax income (JPM), write “sheets” referring to the two negotiators.

Previously, the Ministry could not agree on the transition to adopt the system of taxation of new fields, said the sources. The energy Ministry defended the right for them to voluntarily decide whether to switch to the new mode. The Ministry’s position, insisting on the compulsory transition of all new deposits to the calculations based on PDM, in the end prevailed, and in the Ministry of energy agreed with her, sources told the newspaper.

Under the new rules NDM will be 50%, instead of the duty and mineral extraction tax will be charged only met. “While the new parameters load from severance tax for Mature fields is significantly reduced, and for new with benefits — slightly increased”, — the newspaper notes.

According to the representative of the Ministry of energy, the question on reforming taxation of the oil industry is still under discussion. One of the officials told the newspaper that the final decision will be made at a meeting with Deputy Prime Minister Arkady Dvorkovich, and now the departments are still technical differences. The representative Dvorkovich said that in the next two weeks, such a meeting is not scheduled.

Acceleration of the tax maneuver being actively discussed, confirmed the newspaper three Federal officials. In 2017, the duties that fall in 2015, the law will fall to 30%. The Finance Ministry wants to reset them automatically disappear and benefits. Information on the preparation by the Ministry of Finance tax reform for the oil industry, appeared in January 2016. The reform included the abolition of benefits for a number of fields. According to Vygon Consulting, various tax incentives in Russia have been distributed in 198 fields.
