– Nikolai Petrovich, the population does not hurry to pay for major repairs of apartment houses, and why you are including?

 

– Under the legislation the overhaul rests on the shoulders of its owner. Thus, to be considered the full owner of his home, you need to own the land on which stands the house.

 

Apartment building is not owned by the tenants who live in it. Of course, they are considered to be masters of their own square meters, but again, let me remind you that without land these apartments are owned by only conditionally. As the plot under the house is fully distributed to all residents in most cases unrealistic, and it turns out that the house cannot be a property of its inhabitants.

 

Today the real owners of square meters are owners of private houses, cottages, villas and so on, if they are built by the tenants of the land.

 

To provide people with a full roof over their head, in the Soviet Union were established towns such as: Corden, Chkalovsky, Kozickogo, South and so on. In these villages were built one or two or, in rare cases, three-storey individual housing. High-rise buildings allowed the Soviet authorities to concentrate increased at the expense of the villages the population of the city, thus solving the problem of managing the residents. House were transferred to municipal ownership, as they are geographically tied to the local government.

 

For the “squares” in the flat there is someone to answer, and here for the house of the municipality in accordance with the law should bear the responsibility of the municipality or regional authority.

 

So, if you live in an apartment and are not the owner of all houses, why do you have to pay for the overhaul? I’m not crying. In order to demand something from the public, this requires a legal justification. But they are not.

The assets of the Fund formed at the expense of the Russian Federation made a total of 481 655 193 000, including initial property contribution of Russia in the amount of 240 billion rubles.

 

The country provides the Fund with money, which are accumulated in it. And what is the result? If you divide the whole amount of money allocated to the Fund for 85 regions, then each region will get more than five billion rubles. These means should suffice on repair of all apartment buildings without contributions from the population.

 

Thus, I believe that residents are charged on the basis of deception. It is nothing like stealing. And all because the government has not established a system control housing and to absolve themselves of responsibility for it, dropped out of the municipal Fund at the mercy of “unclean hands” officials.

 

In our country very many public organizations, but to sense from them a little. The more of them the more blurred the responsibility. Therefore, the population gets less specific and clear information that facilitates the work for the authorities. The more innuendo, the easier it is to divide the funds. Because power is a business that loves silence.

 

– Your Association tried to challenge the decision according to which the population has to pay for the overhaul. Why nothing happened?

 

– There is a saying: “butt Whipping do not destruct.” And until then while in our minds will strengthen the understanding that all of life should be based on the law, nothing will change. We simply are unable to compete with such heavyweight as Regional Fund of capital repairs of apartment houses in Omsk region.

 

– What you need to do to fix the situation in the region?

 

– The authorities have to observe the law, to solve the housing problem, to listen to the public opinion is and will be the key to improving the lives of each of us.

-What do You think about mortgages?

-The mortgage is a bomb under the trust of the population to the government. Today in our country is very complicated economic situation, and there is confidence in the future. I know of cases where people have lost their homes. The banks just took the apartment on account of debt repayment. But the more disgruntled in the country, the more dangerous is the social situation. And power now is a good time to reflect and decide how to influence the policy of banks in mortgage sphere.

 

– How to avoid overpaying for ONE?

-Actually this ONE and not pay. It’s illegal removal of funds from the population of resource-supplying organizations. This line in the receipts came up with the business. Personally I pay only by meter. Of course the company crushed against me, but to prove the documents on which I have to pay ONE they could not. I advise everyone to put the counters, on the resources used in the apartment and to pay specifically for consumption only by him. In this case, the counters must install at its expense the company whose resources you consume.

 

-How not to “plunge” in unfinished?
