Expert: the majority of Russians can not afford to save for retirement independently

Russian state employees will be able to independently accumulate pensions in private funds for the system, which was developed by the Ministry of Finance of the Russian Federation. As the correspondent “of Rosbalt”, this opinion today at the International financial Congress in St. Petersburg was expressed by the President of the National Association of pension funds Konstantin Ugryumov.

According to the speaker the moderator of the discussion ex-Finance Minister, Chairman of the Board of the Center for strategic research (CSR) Alexei Kudrin, the voluntary system implies that citizens will pay up to 6% of income to the pension Fund. “As far as I can imagine it’s 10 to 15 thousand rubles per year. The sum, significant for the average citizen of the country,” he said.

“Dear colleagues, what are we talking about? What about voluntary savings if 70% of the population have no savings at all? What voluntary savings will make the public sector that receives 5-7 thousand rubles per month?”, asked Ugryumov.

Kudrin said that the average salary is “more than 33 thousand rubles.” What Ugryumov asked the former Minister how long he had been in the Russian regions.

“We are about “average” or “Pro-life”? I agree that average salary is higher, but you know better than me that the public sector in the regions receives 10-12 thousand rubles. It will defer 6% to the retirement system in which he said, “You come, and then we’ll cheat?”, — explained the expert.

On his part, first Deputy Chairman of the Central Bank Sergey Shvetsov said that in the case of building the “perfect communications” in the development of a voluntary agree to participate 80% of the citizens of those 60% who receive legal wages in Russia.

“In order not to participate in it, a person must commit a lot of action. And in order to participate — nothing else to do, it will be entered by default. And it begins not with 6% of contributions and 1% or even less,” — said Shvetsov.

Meanwhile, the Deputy head of Ministry Andrey Pudov made a less optimistic forecast. In his opinion, the new system will support about half of the working population.

Ugryumov considers that a voluntary system would accept only 90% of those who previously translated the accumulation in private pension funds, less than half of Russians.

Earlier, Finance Minister Anton Siluanov said that in the autumn the government and the state Duma will consider the document on voluntary pension insurance, involving self-funding citizens.
