What can players in the world arms market of the second echelon

Global changes in the world affect all spheres of politics and Economics, including such sensitive to external influences in the region, as production of weapons and military equipment. Centre for analysis of strategies and technologies presented the book “the New military-industrial power” edited by Director tsast Ruslan Pukhov, analyzing the capabilities of seven countries, recently released on the market Wept as producers.

Seven different stories of the formation of the national defense industry under one cover give a rich picture of the possible future of the industry.

Count to seven

The book describes the development and condition of the defense industry of Brazil, Indonesia, Iran, Pakistan, Singapore, South Africa and South Korea. For the Russian reader each of the seven cases of interest from the point of view of overcoming the obstacles faced by countries, decided to establish their own defense industry.

In the first Chapter on Brazil, the most interesting story of the creation of Embraer aircraft Corporation, granted the status of a third world’s largest manufacturer of civil aircraft. Originally solely an importer of technology and civilian products, Brazil has achieved significant results, becoming a source of technologies in aircraft building and some other areas.

Iran is an example of the formation of the defense industry in the conditions of almost complete political isolation and low resources, which is especially important for Russia, faced with gradually increasing sanctions pressure, which is unlikely to go down in the near future.

Pakistan has managed (though not without borrowing) to create a nuclear weapon, although at the start, when declaring independence, the country has not made even small arms.

In South Africa too had its own nuclear program (rolled and eliminated the last “white” government). But apart from the nuclear project, the history of the military-industrial complex of this country is very revealing. Also the strongest international pressure, the very limited list of potential donors of technology. And the result — a leading position in the production of light armored vehicles, drones, missiles of various types and other types of weapons.

Recently joined the global race of arms manufacturers Indonesia is in dire need of donors of technology. Specific to the Indonesian market, Russia has all chances to get this role in a number of key areas, providing prospects for cooperation in the years ahead.

In turn, Singapore has attracted the attention of a huge for such a small country the share of vehicles produced in the Arsenal of the army — more than 60 percent.

Finally, the authors explore the phenomenon of South Korea — the country closest to the group of the leaders of the world defence industry. The situation and prospects for the industry are largely determined which manufacturing and export of civilian goods, providing the South Korean defense industry technology Foundation.

All seven countries — potential partners of Russia, and an experience of military-technical cooperation, Moscow has with each of them.

The drill down capabilities

The scale of this cooperation, of course, different from the provision of a certain number of missiles in the case of Singapore, to the development of advanced rocket and air defense systems in South Korea. Korean cooperation, which resulted in the carrier KSLV-1, developed with the active participation of GKNPTs them. Khrunichev, and anti-aircraft missile complex KM SAM (the brainchild of the concern PVO “Almaz-Antey”), gave, in fact, Russia additional space for technological development of the carrier rocket “Angara” and anti-aircraft missile system S-350 “Vityaz”, respectively.

In addition to the overall picture provides a number of significant details that allow to understand the possible configuration of advanced contracts and forms of cooperation in the global market Wept on the background of the further development of the defence industry “new countries”. We can predict increased interest in joint development programmes and production Vivt, allowing, on the one hand, the country-recipient to get its own modern equipment, and providing the donor is a rare opportunity to complete a full cycle of development and launch of the new system into production at the expense of others.

New players are able in some areas to challenge the leaders, offering its own product that works. In Brazil that, in addition to civil aviation, a draft military transport aircraft KC-390, in 2015 for the first time took to the air. Given the constant interruptions in the implementation of the Russian project Il-214, joint with India Brazilian machine in new Delhi seriously considered as a possible alternative.

On your market share claims, and South Korea, including in India, is offering new Delhi the latest SPG K9 Thunder, competing in the auction with the Russian “Msta-With”. The assets of South Korean aviation industry — training aircraft Golden Eagle, well accepted by the market. Increasingly, the countries of the “second tier” are the donors of technologies — for example, in shipbuilding, where Samsung Heavy Industries — one of the world leaders.

From the point of view of foreign policy interests of Russia, the provisions of the military doctrine and the place of our country in the global balance of power is important and the missile and space programs of these countries, their prospects in the market of space services (for South Korea and Brazil in the first place), and also the deterrent capability and combat use, especially in the case of a nuclear Pakistan and the “threshold” of Iran.

Players at this level, among other things, attracted the attention of Russia and as a possible way to bypass Western sanctions — at the expense of, for example, the purchase of modern production equipment from South Korea. In General, the growing possibility of new players, especially against the background of continuing degradation of the defense industries of some European States promised serious changes on the market of military products and dual-use goods within the next 10-15 years. And from the interaction of Russia with new players can depend the potential of the domestic defence industry in General.

Anything to add?

If we talk about what the book lacks, then this is definitely the review of the defence industry of several other countries of the second echelon, including China, India, Israel and Turkey, each of which has its own interesting to the Russian reader. However, this gap is partly compensated by the fact that the review of the defence industry of China has already been performed by a team of tsast in the book “the Defense industry and arms trade of China”, emerged on the basis of the report, which was presented to the presidential administration of the Russian Federation in 2010. India, Israel and Turkey, according to the available information, it is also expected to devote a separate book.

Another important direction of work in the short term — preparation of relevant reviews the missile and space programs of the “second tier”, as well as thematic review of military-technical cooperation of Russia with foreign States. Such a review tsast was released only once — in 2007.

The book “New industrial power” — certainly a serious work, synthesized information from dozens of sources. In most cases, you can use the information of various network resources, which raises questions about the need to move in further publications of this kind on a digital reference device, which would allow the reader to access useful resources created in parallel with a paper book reference page in the network.
