Hard to believe, but in the twenty-first century, on the eve of celebration of the centenary of the protected area system of the country has lost its protected the firstborn. 14 Sep 2011 the Ministry of natural resources and ecology of the Russian Federation issued the order No. 743 “On the reorganization subordinated to the Ministry of natural resources and ecology of the Russian Federation state institutions”, which was “reorganized in the form of merger,” and in fact “fused”, the first Russian state nature reserve “Barguzinsky”, has long become a globally recognized brand and a positive example of conservation of rare and endangered animals.

After all, almost disappeared by the beginning of XX century the famous sable already not rare and is the object of the hunt, and the skins of the most valuable of all the ranges of the sable — Barguzin, as before, strike price records at the fur auction in St. Petersburg.

Let’s try to understand what really happened on the protected shores of the Baikal, and only there, and for starters take a journey into history.
29 Dec 1916 the Minister of agriculture presented to the Governing Senate a report on the establishment of the Barguzinsky nature reserve. Note: the Senate! Survived Barguzinsky reserve and in 1951 when the decision of the USSR Government in the country had significantly reduced the number of protected areas and cut the remaining square, though by that time in the territory of Eastern Siberia produced about 2500 Barguzin Sables in those places where before they were destroyed. In 1986, the Barguzin nature reserve received the status of biosphere, and within ten years, all its territory became part of the UNESCO world natural heritage “Lake Baikal”. All this time the well-known reserve was the leading research institution that gave the Russian science and eminent scientists and researchers, such as G. G. Doppelmair, Z. F. Svatosh, K. A. Zabelin and others.

Based on the foregoing, it can be assumed that the initiators of the order of MPR of reorganization and merger “Barguzin state nature biosphere reserve and Zabaikalsky national Park” — different status of a PA really had to be very compelling and understandable to the public arguments. Quoting the order of the Minister of natural resources (2004-2012) Yuri Trutnev: “In order to optimize structure, composition and placement of Federal budget institutions… order 1) to reorganize…” and further: “the rights and obligations of the… transferred to the newly established with the reorganization of the Federal state budget institution of the Federal state budget institution “joint Directorate of Barguzinsky reserve and Zabaikalsky national Park, which now bears the name of fsbi “Podlemorye sanctuary”. Let, wait! Why? Is this the reason? And why such a narrow “goal” in large-scale reform of the protected area system such a huge country as Russia?
First, since when the first national Park, which had at the time the international status and educated on the basis of the decision of the Russian Emperor and the Senate, suddenly became ordinary, even the Federal state budgetary institution subordinate to the Minister? What is this, excuse the pun? The next Ministerial “Laundry”?

Secondly, why would one combine two (and as it turned out later, and more structure, completely different status and purpose of protected areas — nature reserve and national Park?
And all this is not as a result of extensive public debate and a hot scientific debate within the accepted and established “a National strategy for the conservation of biodiversity of Russia”, and again the stroke of a pen Minister.

And third, for what? For the sake of “optimizing the structure, composition, and placement. The magic word, isn’t it? But they are hardly applicable to our modern conservation system. And below we try to understand why.

If this fact is not that other, as attempt to disguise the lack of MNR desires or financial capabilities on the contents of individual protected areas, then it is clear where the ears grow. But if we are talking about changing the overall concept of the existence and development of protected areas across the country, then questions to the initiators even more. And risks of possible negative impact from gross interference in this fragile and vulnerable area of wild nature and ecological safety of Russia, is much higher.
Since the publication of the Ministerial orders passed five years. We can summarize the preliminary results of this “optimization”. In this case, they are disappointing, and on the eve of its 100-year anniversary of the hero of the day more dead than alive.

Barguzinsky state nature biosphere reserve exists today only on paper and on maps. And in the terrible daily reports of new foci of taiga fires Central estate of the reserve is gradually turning into another deserted deserted Siberian village. After the employees of the reserve was dismissed, together with other residents were taken to other settlements outside the protected areas. Several vacant homes have burned, others are waiting for their turn. Developed once infrastructure there are only three Jaeger cordon: in the former estate at the mouth of the river Sosnovka and temporary — in the mouth of the river Boar. The “protection” of the reserve-Ghost bear five or six employees, now employees of fsbi “Podlemorye sanctuary”. Half of them pensioners. Before the new authorities and the Directorate of research in the village of Ust-Barguzin about 140 kilometers, and in the absence of roads, only by boat or on the ice. For getting around the area there are boat and rubber boots.

But recently the village of Davsha, being the Central manor of the Barguzinsky nature reserve, there lived a rich life. A team of like-minded enthusiasts to fully perform their professional duties to protect and study the unique nature of lake Baikal over a hundred years. For communication with the mainland was used by small aircraft and the ship, named after Zeno of Franzevich Svatosha, one of the founders of the reserve, the Barguzin dedicated the land his entire life. Today from the famous first state of the reserve remained essentially impersonal territory and sign. No leader, no state, no scientific research. The permanent presence of staff and inspectors on site are not secured. Once one of the country’s best infrastructure, allowing to live and work in offline mode, a large village, is gradually destroyed. And it all happens in Eastern Siberia, where nature reserves and national parks is comparable with the territories of some European States. Judge for yourself: after the order of reorganization and the merger area of fsbi “Podlemorye sanctuary” was 752 532 hectares, including 38.8 thousand hectares is the water area of lake Baikal. It includes the former territory of the Barguzin nature reserve — 374 332 hectares and the area Frolikhinskii state nature reserve — 200 ha. 109 thus, if the eve of its 90th anniversary, the employees of the Barguzinsky nature reserve was welcomed by a team of 80 people, now the whole state INSTITUTION Zapovednoe Podlemorye”, which includes three protected areas, is only 120 people. Most of them live and work in Ust-Barguzin and the surrounding area, and in the preservation area only go to raids.

I must say that externally it looks very decent. On the official website of the fsbi “Podlemorye sanctuary” you will find all the information about the Barguzin nature reserve, its history, the fate of the heroic founders and employees, but not about the current situation. You will realize that to get on its territory is possible only with the personal permission of the Director. While in the state INSTITUTION there is no expert, responsible for personally 374 332 hectares of the biosphere reserve. Almost like Gogol: one dead protected soul.
But one? Of course not! On the territory of the Far East and Siberia was hit by the tsunami of reorganization “for the purposes of optimization is huge in size and totally different in status and the list of protected objects the protected areas.

I want to believe that the wisdom, humanity and vision, all of us still not alien.

Merged reserve “Kedrovaya Pad” in Primorye reserve “Komsomolsky”, “Bolonsky”, “bolshekhekhtsirsky”, “Anui national Park,” joint reserve “Baikalo-Lensky” and “Baikal national Park and many other protected areas. There is even a kind of record: in the newly formed as a result of the “reforms” of the MNR, Federal joint management of reserves and national parks of Khabarovsk Krai “Protected Priamure” already entered nine (!) where the former self-a PA. And again, all with different status. Only purpose, as a blueprint, some “optimization of structure, composition and placement”…

But what is optimization? A hundred years existed Barguzinsky reserve, and after optimization are gone. Or, in the language of business was a legal entity, Yes splyl. The conclusion is the same: everything is done for the sake of another tick on the reorganization and the implementation of someone else’s vague goals. Somehow the MNR have not optimized the structure of small reserves, national parks and Federal wildlife refuges in the Central part of Russia, which is, unlike the Siberian open spaces, infrastructure, population, communication…. Maybe not the same scale? Population or more legally competent?

It is difficult to answer for keeping silence MNR. But now let us return to the order No. 743 and its objectives.

Optimized structure of the reorganized protected areas achievement against objectives for the composition of the research? Definitely not, because the country is protected and the system has lost not only a team of professionals of the highest level, but also the Barguzinsky reserve. Because no protected areas cannot carry out its operations being liquidated as a legal entity. And I’m more than sure, that in itself is a sign “Barguzin” is needed today only the MNR to preserve the “good mines” in celebration of the 100th anniversary of the protected area system. After the jubilee there will be only INSTITUTION Zapovednoe Podlemorye”.

Now about the “location”. To a certain reorganization of the Directorate of the Zabaikalsky national Park” was in Ust-Barguzin Barguzin district of the Buryat Republic. The office of the reserve, as we already know, is located directly on site in the village Davsha. What happened after the merger and the merger? The territory of the protected areas themselves have remained in the same borders as before the reorganization, at least on paper. That is, no one in the result is not United. The Directorate and staff of the Barguzinsky nature reserve no longer exists. Merged the Directorate of the new fsbi “Podlemorye sanctuary”, and in fact the same Directorate of the Zabaikalsky national Park, is still in the village Ust-Barguzin. The Directorate Frolikhinskii Federal reserve is located in the city of Nizhneangarsk in the North-Baikal district, that is where they were before the reorganization. Understand about what speech? It turns out that as a result of restructuring and optimization, we lost the first Russian nature reserve, and the rest remained in their seats. Only changed the signboard.
Silent scientific and conservation community. The silence of our saving and all TV stars, and howl up at the next attempt of the authorities to somehow curb the lawlessness of stray cats and dogs. In the meantime, from the map of our country under false pretenses disappear one after the other the whole reserves. We often encounter on our way to native wildlife signs and barriers.

Don’t want to believe that the reorganization of the protected area system occurs on installation from above. Indeed, in recent years the leadership of the country made this system much more than in the previous decades. Created new protected areas (so there is) markedly increased logistics and funding of the reserve; private first of nature reserves and national parks began to unfold “back to the woods”, and to domestic and foreign tourists in front; slowly, but changing the concept of management of nature conservation in Russia. But this does not mean that the MPR can to deprive us of the iconic national protected areas — these Russian brands. Because in the end it is not created. And in order to develop ecological tourism in Russia today, enough national parks with a more lenient regime than in the reserves, and recreation.

Perhaps it’s time to turn to the President with a request to stop the chaos and, before it is too late to save merge MNR of the Russian state reserves, including the first of them — Barguzin. Without it, the forthcoming centenary of the Russian protected area system will be more like a Wake, and not on a well-deserved celebration of those who dedicated and dedicates his life to one of the most noble deeds in our land — the protection of native wildlife.
