The publication quoted the press Secretary of the President of Turkey Ibrahim Kalin, that the businessman “Javit Çağlar has played a very important role in solving the crisis, “Nursultan Nazarbayev, who has shown great friendship with Turkey.”

According to him, resolution of the situation also helped the Patriotic initiative of General Hulusi ACAR, head of the General staff”, despite the fact that it was not in his area of responsibility.

The beginning of the operation

As told to senior diplomatic sources and sources in the security agencies, at the end of April the chief of staff told President Recep Tayyip Erdogan that we can try to resolve the crisis in relations between the two countries through the Çağlar who has a business in Dagestan. Çağlar familiar with the regional head Ramazan Abdulatipov, and he has access to in charge of the foreign policy of the Russian presidential aide Yuri Ushakov, according to the newspaper.

“After meeting with Çağlar Akar and in Istanbul on 30 April, Erdogan gave the operation the green light,” writes the newspaper.

Contact person in relations with Ushakov Turkey he appointed his press Secretary, Kalin, which was the draft version of the letter of apology to Erdogan to Putin.

“By Çağlar and abdulatipova has earned Shuttle diplomacy, in the process, both parties have edited and changed the form and content of the letter,” adds Hurriyet.

Enters Kazakhstan

Ambassador of Kazakhstan in Ankara, Zhanseit Tuimebayev 22 June caused the press Secretary of Erdogan for urgent messages.

According to the newspaper, after a meeting with Putin in St. Petersburg, Nazarbaev said that if Erdogan is ready to send a letter to the President of Russia is ready to accept it.

The following day the Ambassador sent an urgent message to Kalin and reported that the President of Kazakhstan intends to meet with Putin on the morning of 24 June in Tashkent before the end of the SCO summit. If a letter, even a little edited, it was possible to deliver by this time, it could help restore relations, the newspaper said.

The Kalin immediately reported this to Erdogan, who, in turn, was summoned to the office of the chief of staff.

At the same time, according to the publication, the press Secretary of the President of Turkey made a new draft of the letter of Erdogan and together with the Russian translators and diplomats from the Embassy of Kazakhstan in Ankara was selected for writing the Russian word for “sorry”. It “was stronger than “regret” (oggo), but not as strong as “apology” (apology)”, says the newspaper.

The text of the letter was written in the Russian language, the publication adds.

Several media outlets have previously questioned whether the message of Erdogan attended apologies. Peskov confirmed that in the letter there are words of regret and the word “sorry”. In what language was written in the letter, he did not elaborate.

Special delivery

Erdogan signed the letter, and Kalin immediately left with him from Ankara to 3 a.m. on June 24. In Istanbul the plane with the press Secretary took Çağlar, his Advisor and a translator, and at 4.30 a.m. the ship departed to Tashkent.

According to the newspaper, Turkish foreign Minister managed to get permission to flight through Georgia, Azerbaijan and Turkmenistan, however, the airspace of Uzbekistan was closed due to passing in the country of the SCO summit.

Nazarbayev invited the Turks to reach Tashkent from Kazakhstan Shymkent on his presidential helicopter, but the Turkish aircraft didn’t have fuel. Then the head of Kazakhstan addressed to the President of Uzbekistan Islam Karimov and asked for permission to fly “his friends from Turkey,” Karimov approved it.

When the plane with the Turkey landed in Tashkent around 12.15, Nazarbayev was waiting for them. The President of Kazakhstan asked to show him the Russian version of the letter, carefully read and said: “Good.”

According to the newspaper, the Turks only then learned that Putin and his delegation were in the next room. Nazarbayev asked Ushakov to join him and informed him that the letter was acceptable.

The paper argues that while Ushakov showed the letter to the President of Russia and brought the Turkish delegation. According to him, Putin approved the text, despite the fact that considered him “a little closer to the Turkish position” because of the word found instead of asking for forgiveness. The Kalin and Ushakov agreed that the statement of the letter will be done on 27 June in Moscow after his look Ankara.

As we reported earlier, Recep Tayyip Erdogan thanked the President of Kazakhstan Nursultan Nazarbayev for the contribution to the normalization of relations between Ankara and Moscow.

The crisis in relations between Russia and Turkey arose after November 2015, the Turkish fighter jet shot down in Syria, the Russian bomber su-24. Putin called it a “stab in the back” by the accomplices of terrorists, Russia has introduced against Turkey by a number of economic constraints.

Erdogan said that Turkey wants to restore relations with Russia, but does not understand what the first step is waiting for Moscow. Russia has repeatedly stated that he expects an apology and compensation for su-24 and the family of the deceased pilot.

In late June, Erdogan made the first move to mend relations by sending Putin a letter in which he apologized for the downed su-24, expressed words of sympathy in connection with the death of its pilot, and said that Turkey did not want to spoil relations with Russia. In the letter, he also stated that Turkey is ready for any initiative for “relief of pain and the severity of the damage” the family of the deceased pilot.

In early July, Putin and Erdogan spoke on the phone. After the conversation, the Russian President informed the government about the decision to start the process of normalization of trade and economic relations with Turkey. First of all, it concerns the opening of the Turkish resorts for Russians, as well as the withdrawal of the Russian food embargo.

The parties are negotiating, which will continue in St. Petersburg on Tuesday. According to Ushakov, Moscow is configured gradually to cancel the previously entered against Turkey special economic measures”.
