Transnistria is preparing to become part of Russia

The President of Transnistria Yevgeny Shevchuk signed a decree “On the implementation of the outcome of the Republican referendum, held on 17 September 2006. We are talking about the preparation for the accession to Russia.

Decree No. 348 On the implementation of the outcomes of the referendum held on 17 September 2006″ published on the website of the head of Transnistria.

We will remind that following the results of Republican referendum on the question of relations between the Pridnestrovian Moldavian Republic with the Russian Federation and the Republic of Moldova, held on 17 September 2006, about 98% of the citizens who took part in voting, supported the policy of independence of the Pridnestrovian Moldavian Republic and further free joining of Transnistria to the Russian Federation.

The head of unrecognized Republic has ordered to bring the legal system of the state in accordance with the Federal legislation of Russia. Authorities and self-government prescribed “to send their law-making powers for the implementation of and strict compliance with the expressed will of the people.”

“Based on the results of the Republican referendum to determine the basic direction of domestic policy of the Pridnestrovian Moldavian Republic the enforcement of the legal system of Transnistria in conformity with the Federal law of the Russian Federation”, — stated in the decree.

It is also noted that the “issued in implementation of law-making powers of the legal acts that contradict the basic fundamental principles of Federal legislative regulation of legal relations in the Russian Federation, is considered issued in violation of the will of the people of the Pridnestrovian Moldavian Republic and is not subject to application”.

“To establish that fundamental principle of implementation by bodies of state power of the Pridnestrovian Moldavian Republic law-making powers to bring the legislation of the Pridnestrovian Moldavian Republic in accordance with Federal law of the Russian Federation is a comprehensive approach that eliminates inconsistent or selective reception of legal norms of the Federal legislation of the Russian Federation”, – stated in the decree.

The government was instructed to establish a special Commission to reform legislation with the involvement of experts from the Supreme Council and the judiciary.

Work is scheduled to be completed until November 1 of this year.

“If we are talking about the fact that sooner or later Russia will be our home, and we have to live according to the laws of this house,” commented the President of the Republic, the Prime Minister of Transnistria Pavel Prokudin.

He stressed that the recognition and accession to the Russian Federation is the national idea of the Republic. Earlier, the leader of the Transnistrian Moldovan Republic Yevgeny Shevchuk said that the region is an integral part of the Russian Federation.

We will remind, in June the all-Russia centre of studying of public opinion conducted a survey among the residents of Transnistria on the topic of joining region in Russia.

According to the survey, 86% of the inhabitants of Transnistria have recognized the accession of the state to the Russian Federation the most optimal way of development. At the same time only 2% and less than 1% expressed the desire to join Moldova and Romania respectively. Another 9% of respondents stated that PMR is better to keep independence.

Meanwhile, the Republic of Moldova is in a hurry to Express concern about the appearance of the said Decree.

“The government of the Republic of Moldova is considered the “Decree” is invalid because it was signed by the unconstitutional authorities on the basis of an illegal referendum conducted on the territory of the Republic of Moldova. We Express our regret and deep disappointment that the document undermines the efforts of the constitutional authorities of Moldova and its international partners involved in the Transnistrian conflict settlement in the framework of negotiations in the 5+2 format” (Moldova, Transnistria, Ukraine, OSCE, Russia, EU and USA)”, – reads the statement of the Bureau for reintegration in the government of Moldova, UKRINFORM reports.

It is also emphasized that the Moldovan authorities believe that Shevchuk signed a Decree could adversely affect the negotiation process on the Transnistrian settlement.

We will add, the territory of Transnistria located operative group of Russian troops, which is the successor of the 14th combined arms army which after disintegration of the USSR was transferred under the jurisdiction of Russia. Main tasks of the ogrf is the peacekeeping mission and the protection of warehouses with ammunition.

Transnistria, 60% of inhabitants are Russians and Ukrainians sought to secede from Moldova even before the collapse of the USSR, fearing that on the wave of nationalism Moldova will join Romania. In 1992, after a failed attempt of the authorities of Moldova force to solve the problem, Transnistria has become virtually beyond the control of Chisinau’s territory.
