The Ministry of economic development of Russia intends to submit for consideration to the State Duma a bill providing for the transfer of cadastral valuation in the jurisdiction solely of the state.
This was reported “Газета.Ru” citing a senior Federal official. According to him, the law is proposed to enter into force from 1 January 2017 in several pilot regions of the country, and for others to establish a transition period until 2020.
The bill requires the monopolization of the right authorities on cadastral valuation of land and valuation of real estate for individuals (currently have the right to produce and private companies). In addition, the document provides for a fundamental change in the methodology for assessing real estate and land
The source also added that the bill will be described indicators of real estate market on the basis of which it will be possible to revaluation of land in case of change of the market situation. “It is important for the current conditions, when the cadastral assessment conducted in previous years, no longer reflect market realities,” – said the source
