7 June 2016 in Moscow at the bench Shooting sports complex, the SBI held a regular report-election conference of Military hunting society — Russian sports public organization (SBI, LLC). It was elected new composition of the Central Board of SBI-OSOO and the new CA Chairman, SBI,-OSOO — Khoroshilov Sergey.
During the conference the Bureau was elected as member of the state Duma Committee on physical culture, sports and youth Affairs, a member of the public Council on hunting and hunting economy under the Ministry of natural resources and ecology of the Russian Federation Nikolai Sergeyevich VALUEV. The chief editor of our newspaper, S. Y. Fokin met him in the Duma and asked them to share their impressions about the conference.
— Nikolay, what can You say about the Military-hunting society, its current state, and what, in your opinion, is the role of the SBI?
— Military-the hunting society hunting the largest public organization in Russia. Today it has around 40 thousand members, but recently its population was about 150 thousand. Society has always served as a major help in the preparation of future soldiers of Russia. In addition, it contributed to the leisure and recreation of servicemen. That’s why I really responded to I received the offer to participate in the reporting and election conference of kotosheva. Moreover, I was honoured to be elected to the Presidium of the conference. I know firsthand about problems in public associations of hunters of Russia, including the Military-hunting society. Very often I write many hunters in the country. So I enthusiastically accepted the invitation to participate in the conference.
— What features of the conference?
— Was evident that “there is no agreement in the Kingdom.” This is not surprising, but did not cause positive emotions and sensations. Military-the hunting society is today at the crossroads of the main problems of hunting management of Russia. Everything happens as from inactivity of certain normative acts in the field of hunting, and from the improper operation of officials in the public and in the public hunting structures, including in the military, and many other problems that just cut the Military-hunting society.
— Whether the conference concrete proposals of delegates for improving the work of the society?
— It was a discordant chorus. Although some delegates at the conference spoke and offered very specific ways out of the crisis, but among them there was no unity and they were in the minority. The military-hunting society today needs new ideas, new people, maybe younger. However, I can’t question the competence gathered in the hall of the conference participants, especially not knowing them personally. At the same time, I can say that drastic changes in the work named kotosheva, as I said, was a smaller part of the delegates, most of the participants still supported the holding of the work in the same spirit that is now underway.
— What is Your assessment of the report of the Chairman of the SBI Pavlov Vyacheslav Vasilyevich?
— This report actually I can say, surprised. He was not like any report, because, first, it was said that it was specifically made for the reported five years, what human and tactical objectives of the previous reporting meeting have been implemented. I heard about what’s going to happen? What are the objectives of the society and how they will perform? Many questions arise and by the change of the company’s Charter, they had to be discussed prior to the reporting-election conference.
— The state, namely the Ministry of defense shows interest in the work of the Military-hunting society?
— Our Minister of defence is serious about hunting and fishing, I sent him some of my thoughts on improving hunting legislation. The presence at the conference representative from the Ministry of defence of the Russian Federation and the personal presence of the Deputy defense Minister Bulgakov Dmitry Vitalievich once again testified to the importance of the event. I already said that hunting is an element of military training and Patriotic education, respect for nature and the ability to wield weapons. Not in vain for leadership in the armed forces hunting and sport fisheries was created in 1921, the all-Army military hunting society. And now we have the army come the guys who are afraid of weapons and firing from it.
— What are the main problems plagued the society?
— Some events in the Military-hunting society, similar to those that occur inside Rosohotrybolovsouz. The most valuable hunting grounds in some magical way and without the involvement of community leaders go on to hire people not related to the societies and are often far from hunting. Sold real estate societies.
— New Board and a new Chairman will be able to improve the situation?
Yes. Was selected by the Council and a new Chairman. I realized that he will now be under the full control of the Ministry of defence. Maybe it’s a good idea. But there is one important point.
Today, as we see in other power structures of “controlled” people occupy posts which are not the subject of their professional activities. And this is a huge problem for Russia. They may be good leaders, but people of other professions. To be able to lead — it is also a profession, but to lead in the industry, who do not know? Need to know thoroughly the peculiarities of hunting, know the current hunting legislation, to be able to recruit a team of competent professionals and to have the necessary goals and objectives for strategic planning and more. It seems to me that in the Military-hunting society, the head should be a professional biologist or person with extensive experience in the industry. It is hard to imagine what changes will occur in the Military-hunting society, which will be included in the Charter and as a society emerge from the crisis and get out of there anyway. As they say, wait and see. But I want one thing: to the Military-hunting society does not cease to exist.
