The output of science and education into the background among the state tasks can be fraught for Russia big trouble.

In particular, the scientist suggests that the fixation of cost of the Russian science in nominal terms is planned in 2017 – 2019, in practice, will lead inflation to a sharp decrease in “viability” of the Russian scientific institutions, which already feel today not very well. It’s not the fact that inflation will remain at least at the level of 5% per year.
However, it is only a continuation of the existing trend. In relative terms the spending on science and without that has long been falling.
At the maximum, in 2013, science was allocated 3.2% of the state budget, which led to a sharp increase of efficiency of scientific activities in Russia and entering the country in the list of countries with the highest high-quality scientific publications index Nature Index of Rising Stars.

However, in 2015 the share of the science budget has fallen to 2.8%. In the first half of 2016 it is and does to 0.8%. However, for the sake of truth it should be noted that much of the “research” expense accounts at the end of the calendar year.
Funding cuts, according to Ruben Enikolopov, this is not the only global problem of Russian science. Not less troubles brings and the isolation of the country.
It has long been proven even on the materials of the early twentieth century that the decline of international cooperation adversely affects the productivity of scientists. Self-isolation is a strategically a losing path in every sense.
According to the scientist, even if the government plans to focus on strengthening the defense, it’s still impossible without a strong economy. And the economy, in turn, in our time is not so much material resources as by the quality of the human material directly depends on education.
