Novak: on Ukraine, “the Turkish stream” and the oil

Новак: об Украине, "Турецком потоке" и добыче нефти

Russia is open to proposals for oil and coherence with other producers, said Russian energy Minister Alexander Novak.

“We maintain the position that our door is always open, in terms of issues relating to monitoring, coordination of action, because the situation in the markets is still difficult. And over the past two years, given the decline in prices, the market is still not balanced. I think that in the framework of the Ministerial meeting, which will be on the sidelines of the International energy forum based in Algeria – ed.), we will be able with colleagues to discuss the situation,” said Novak, reports TASS.

Meanwhile, the energy e received proposals from Ukraine and the European Commission for monitoring gas pressure at the entrance to the Ukrainian GTS, said Novak. “Naftogaz of Ukraine” announced a significant pressure reduction in the Russian gas transportation system at the entrance to the Ukrainian GTS. Vice-President of the EC energosoiuz Maros Sefcovic during his visit to Kiev on 2 September said that the EU will ask Russia’s permission to visit her GTS on the border with Ukraine to check the information about the pressure drops.

“To us nobody addressed” – said Novak. In turn, the Director of the international cooperation Department of Ministry Roman Marshavin added: “the EC said there was no legal basis for the European Commission participate in the monitoring – ed.).

Ukraine declared that Russia does not provide corresponding transit contract “Gazprom” and “Naftogaz of Ukraine” the pressure at the entrance to the Ukrainian GTS.

Another important issue is the privatization of “Rosneft”. However, Novak is not familiar with the proposals of the investment consultant. “No, not yet familiar. The investment consultant works with the Ministry of economic development. To us nothing was sent”, – said the Minister. The Minister of economic development Alexei Ulyukayev said earlier that the investment consultant, Bank Intesa, presented the recommendations for the privatization of “Rosneft”.

As for oil production in Russia, “in 2017 we expect not less 2016 that is saving, maybe even a small increase in production. More precisely it will be, when we agree on the parameters of the forecast and budget for the next year. Moreover, it will depend on the end of the year, from the parameters of the tax that will be on 2017 adopted completely,” said Novak.

First Deputy Minister of energy Alexey Teksler said yesterday that the energy Ministry is not changing its forecast for oil production in 2016 – 544 million tonnes, but may change it in the first nine months.

According to Rosstat, production of crude oil and gas condensate in Russia increased in January-July by 2.7% to 318 million tons. In 2015, Russia produced 533 million tons of oil.

According to Novak, the government has not yet discussed the increase in the tax burden on the FEC to 2017 “No, formally no proposal was received in Ministry of power, in government, too. While this question is not discussed”, – said the Minister.

Novak confirmed that September 9 is going to meet in Moscow with the Minister of energy of Algeria, Noureddine Bouterfa. The Prime Minister of Algeria Abdelmalek Sellal sail informed that the country sees the possibility of cooperation with “Gazprom”, including shale gas.

The intergovernmental agreement on the Turkish stream” can sign in the next two months. “We are with Turkish partners discussed concrete steps for the implementation of this project. We have developed a “road map”, which transferred to the Turkish partners. A special working group developed a draft of an intergovernmental agreement. We expect that within a month or two we need to sign the relevant documents to the first line for the supply of gas to Turkish consumers could be implemented by the end of 2019,” concluded Novak.
