Ministry of internal Affairs has suggested to toughen control over procedure of inspection

The interior Ministry of Russia has proposed to significantly strengthen the monitoring procedure of technical inspection of vehicles. The bill, as reported by RIA Novosti, posted on a Federal web portal of projects of normative-legal acts.

The Ministry justifies the initiative by the fact that there is a significant increase in the number of road accident with participation of technically faulty vehicles, as well as the number of deaths and injuries in accidents.

The main types of faults, according to authorities, began malfunctions of brake system, external lights, steering, suspension and tires.

Currently, the inspection carried out by organizations accredited by the Russian Association of motor insurers, he monitors their activities and checks for compliance with the requirements of accreditation. The activities of RAMI and, in turn, overseen by the Bank of Russia.

“While the production aspects of the inspection operators remain outside the sphere of control, which contributes to the increase in the practice of providing consumers with substandard service and creating unfair industry competition, the spread of mass falsification of information on the conduct of inspections and the discrediting of the Institute of technical inspection”, — consider in the Ministry of interior.

In particular, the document provides for the transfer of accreditation of operators of checkup from the SAR to the Federal accreditation service, vesting scheduled and unscheduled inspections, the extension or reduction of scope of accreditation, confirmation of the competence of accredited persons and the termination of accreditation.

Also establishes the obligation of the visiting accreditation committees with the mandatory participation of the Ministry of internal Affairs of Russia.
