Payments to authors will state the company is endowed with “special” status. Ministry of economic development proposes to take control of the whole system of remuneration of authors.
The Ministry of economic development proposes to transfer organizations payments to authors (now on these issues, the Russian Union of rights holders (RBC), the Russian authors ‘ society (RAO) and the world intellectual property organization (WIPO)) to a new form of public-law companies, write “sheets”.
The company, according to the Agency, will be created by presidential decree or on the basis of Federal law. Control would be the responsibility of the chamber or other authorized state bodies. The government will appoint Directors and Supervisory boards, and determine what portion of the assets of the company will be able to use for their own needs. The amount that is necessary to pay the authors, but for one reason or another they remained in the company will be kept for three years in the Federal Treasury.
In turn, more community criticized the initiative. They believe that this organizational model requires “only the nationalization of the sphere of collective rights management and does not contain a new economic structures”. This, in particular, said the General Director of WIPO Andrey Krichevsky.
Now RAO, CPR and WIPO, the money is transferred to organizers of concerts, TV channels, radio stations, retailers, restaurants. For 2015, the organization received 4.5 billion, 2.2 billion and 1.05 billion, respectively.
Recently, these organizations had a lot of scandals. So, in June 2016 Director of RAO Sergey Fedotov — a longtime partner of film Director Nikita Mikhalkov, were searched at home and at work but the man himself was detained. All operational activities were carried out within investigation of criminal case of fraud with the assets of RAO. According to investigators, the organization kidnapped more than 500 million rubles. In August it became known that the Russian Union of rights holders Nikita Mikhalkov severed relations with RAO.
