Belaruskali is likely to remain the only state-owned enterprise, donating a portion of profits to the national development Fund. However, due to the high tax burden its payments will quickly melt away.
This forecast was made by experts of “Belarus in focus”.
By the end of 2015 29 highly profitable enterprises, the list of which is approved by the Council of Ministers, will pay into the national development Fund 479 billion. More than half of this amount is accounted for by the two payers – “Belaruskali” and “Beltelecom”.
Every year the list of extremely profitable enterprises decreases in 2014 was 36.
In the current list due to financial problems was not included in the area transportation and processing of oil. The fall in oil prices reduced their incomes. In the third quarter of 2015 net profit of “Naftan” amounted to 15 billion rubles, which is 70 times less in comparison with the results for the 3rd quarter of 2014.
The decline in transfers to the budget associated with the devaluation of the national currency, the deterioration of the financial situation in enterprises and increase the tax burden on “Belaruskaliy”.
In 2014, the export duty on potash fertilizers was introduced in 2015 it was 45 Euro for 1 ton and brought in the first half more than $ 200 million in a budget that simultaneously reduced net profit of Belaruskali.
In 2016, the tax burden on “Belaruskali” total will grow by 1.8 trillion roubles – at the expense of increase of export duties on potash fertilizers. With the global market trend of lower prices for potash fertilizers.
According to experts, among the highly profitable businesses that can assist the budget will remain the enterprises of a military-industrial complex, a number of organizations of the Ministry of Finance carrying out the insurance activity and the monopolist in the market of communication services – “Beltelecom”.
In 2016 the income of the Fund is planned in the amount of 860 billion rubles, however, in the case of development of negative scenarios in the economy of Belarus this may require adjustments to the downside, experts say.
