4 January 2017 the former head of the foreign intelligence Service Mikhail Fradkov to the position of the Russian Institute of strategic studies (RISS), the official website of the Kremlin. The corresponding decree was signed by Russian President Vladimir Putin.
“The President of Russia the decree has released from 4 January 2017 Leonid Petrovich Reshetnikov from the post of Director of the Federal state scientific institution “Russian Institute of strategic studies”, – stated in the message.
New appointment of Fradkov’s comments the Deputy Director of the Institute of history and politics at Moscow state pedagogical University (MSPU), candidate of historical Sciences Vladimir Shapovalov:
“The appointment of Mikhail Fradkov the Director of the Russian Institute for strategic studies (RISS) fits into the overall personnel policy of the Kremlin and the logic of the significant staff turnover which we have seen since August 2016. It is based on two basic principles: major update personnel on important political positions, and to preserve continuity when moving past the test of time persons of “team President” horizontally. In fact, we are talking about major changes in the legislative and Executive branches of both Federal and regional authorities. The result of these changes should become the new configuration of the power elites, in fact, a new political team for the next political cycle. There was a replacement of a significant number of governors and several leaders of Federal agencies. More than half have changed and the State Duma.
One result of this “manpower revolution” was the replacement of Mikhail Fradkov on a post of the head of the foreign intelligence Service for former speaker of the state Duma Sergei Naryshkin. However, Fradkov did not stay out of work. New appointment of Fradkov’s evidence that he remains in “the cage”, is still included in the number of politicians trusted by the President.
Mikhail Fradkov is one of the most experienced and influential Russian public figures, along with such figures as Sergei Shoigu or Aman Tuleyev. In the governing structures of the Federal bodies of Executive power, he is almost without interruption since 1992. Until recently, Fradkov is the only former Prime Minister, in addition to Vladimir Putin, who played an active role in political decision-making.
For debt service it is quite a lot of time to issues of foreign relations and national security of the country. This is the main functions of the RISS – study and forecast of political and socio-economic processes at global and regional levels, promoting national security and strategic stability. In conditions of severe foreign policy challenges faced at the present time, experience and analytical skills of Mikhail Fradkov should strengthen the capacity of RISS as the leading Russian analytical center in the sphere of national security.”
