Let us ask a simple question: why, as soon as I blow some breeze, immediately disrupted the electricity supply, in particular, the tens and hundreds of rural settlements? Why this happens regularly, and not only in summer but in other seasons?
This article discusses the reasons for such “care” about the residents of our villages.
A) Here are just two specific illustrative examples on this topic that we presented the media; they are examples to me as electroradiography inventor and author of dozens of scientific works, specialist in the sphere of power supply, especially close and understandable, and therefore cause extreme outrage.

So – still! – why do they serve?
When the far East collapsed, the newly constructed bridge, the Chairman of the Government Dmitry Medvedev clearly pointed out the culprit – the customer; he is guilty in this mess!
To this another note. As you know, the KAMAZ plant was purchased from the United States; and they built it. So our work then “complained” that the US experts, they are not departed, and literally controlled their every move, forcing you to perform adequately all required operations. Tight control of the there began immediately as soon as they saw relevant to the work of our workers: “fine”, “hammer finish”, etc.
In this case, it is the customer, specifically: workers REU Minskenergo and Myadel PES had steadily and relentlessly to control and the quality of the project, including having his expertise, and – most importantly! – the work of the builders, the purpose of which one is faster to finish, get paid and get away … to another object!
Also in the construction of facilities in the energy sector to monitor the implementation of the same project the author is involved, i.e. the project organization (field supervision); very effective and useful control: it is their authority and advertising!
So in the fall of dozens of pillars of guilty – again! – the leaders of the REU and PES!
B) In real life, not only the element is the cause of the power failure. Unfortunately, they occur on a number of other reasons: lightning strikes, falling support from the tractor, self-indulgence and shepherds.
This raises the issue of cost recovery time of power – on of the search space and elimination of the arisen damage.
It specifically will affect only the search of places of damage, and leave the main time.
A rural grid 6-10 kV have a length of not more than 15 km, but with a number of taps, of taps. If you encounter multi-phase short circuits (MKZ), i.e. between 2 or 3 wires (phases), having overcurrent protection, which causes the action of protection and disable this damaged power lines.
The question is – where exactly is the injury? Sometimes the residents, if you noticed something unusual, but this is rare.

This problem was resolved in the engineering center Belarusianlanguage (BEN) (now enterprise Belenergoremnaladka (BERN), Bellevedere (now constructed) in the 60-ies. For this we developed and produced special device to determine MKZ in distribution networks 6-10 kV rural settlements (UOMZ), a patented, awarded the medal of ENEA, etc. This device is relatively simple, inexpensive, easy to use, which is confirmed by the experience of its operation.
UOMP at the moment the circuit detects a current value of the MKZ, and the network is coated with her values of this current, pre-calculated, there is determined the place of circuit. This minimizes the search time place MKZ.
The question arises: do all of our substations with overhead transmission lines of 6-10 kV is used the same or similar device? Attempts to clarify the situation were unsuccessful!
The responsibility of employees of the electricity supply organizations
Once the P. M. Masherov argued that the essence of the work of all authorities – including the media as its the 4th on is the opening of shortcomings and operations for their elimination, reduction, correction. That’s it – plain and simple!
Based on the above, the question naturally arises: who is to blame?
As indicated above, this is in the first place! – the leaders of the electricity supplying organizations.
In this context, the question is: how to force them to perform their duties?
One of the ways, for example, the tradition of publicity in the media, their positions and names. However, media workers do not want – or … afraid of something? – to do so. For example, at the end of transmission from them to hear: “take Care of the residents of his district is their direct responsibility! However … I won’t mention their names, I will spare them, so to speak!“.
Why not announce the names of the officials responsible for the troubles described? It is the only – the only! – method of control of their “righteous” works! Especially considering the fact that the voice is only one person, but he has not time for all to follow, the rest not seen and not heard; and therefore we need public oversight, including through the media that we continuously inform, inform and inform, i.e. actually duped the people with their current top-ass-wow-the noise show (sorry!). Such media is simply a mockery of the people!
In addition, to advise residents of the affected villages EN masse to bring cases to the courts for compensation for material and moral damages. Publicizing the facts of mass abuse lawsuits in the courts will give 100% result – all the heads of all PES s suddenly “kinder” and will perform his duties properly!
Here is an example in this part: after the unexpected earthquake in Chile, which led to heavy losses, the authorities filed for forecasters … a lawsuit: if you people hired and feeds that you warned in advance about the incident, disaster, etc., and you their duties are not properly performed, the answer! And it is reasonable and correct!
The only way you can and should monitor those in power, as other methods of influence on them just yet!
If the control officials, prosecutors, judges, lawyers and other civil servants, which feeds the people is missing, then do not expect good from them, there will be only chaos, corruption, decay and full of red tape.
