If personally You and Your staff of the Ministry have carefully read and examined the instructions in this my address, and took effective measures, the number of people dying in various state of emergency and disaster, etc. would be reduced, and that the nursing home people and patients, now and in Voronezh, the library (INION, Moscow) and shopping centres (in Kazan), etc. would cease to burn because of a short in the wiring, that’s for sure!
