“When dealing with collectors, borrowers say they will not pay, because expect that in the near future collection activity was deemed illegal, and all agencies will close,” said Dmitry Teplitsky, the representative of the Agency “Activitiesother” (collection Agency subsidiary of Sberbank). According to him, the share of such debtors is about nine percent.

Teplitsky noted that in the case of adoption, the banks will collect debts through the courts.

On March 5, the state Duma Deputy Olga Kazakova (United Russia) said that the lower house of Parliament plans to adopt a law on the reservoirs during the spring session. According to her, to expedite consideration of the document it was decided after a series of incidents, one of which paralyzed the work of the children’s hospital in Stavropol.

On 17 February, the speaker of the Federation Council Valentina Matvienko together with the Chairman of the state Duma Sergei Naryshkin made in the lower house of the Parliament a draft law to regulate the activities of collectors. They are offered to forbid to call a debtor more than twice a week, and communicate at night. Certain provisions of the bill relate to the possibility of use of physical force and the threat of its use, as well as the attempts to exert psychological pressure on the debtor, including by introducing him astray. For violation of the rules provides for a fine of up to 2 million rubles.

At the beginning of the current year in Russia has started an active discussion due to collector activity. The reason for it was the incident that took place in Ulyanovsk on the night of 27 January. There 44-year-old man, engaged in debt collection, threw a Molotov cocktail into the window of a private house. As the result of burns received a two-year-old and 56-year-old man. The suspect was arrested and charged with attempted murder.
