Information about corruption in the highest bodies of anti-Doping community received confirmation of the internal documents of the world anti-Doping Agency. In late March, the Committee to protect journalists appealed to WADA to stop the persecution and pressure on journalists who had been investigating corruption in international sports organizations. As a result, financial and administrative Committee WADA recommendations worked to conceal information about illegal activities of the Agency and their partners.

31 March 2016 to the President, Vice President and Executive Director, WADA had received a letter from the Executive Director of CPJ Joel Simon. In its letter, CPJ expressed concern about the presence of corruption in international sports organisations, governing and controlling bodies, establishing with them to unfair competition among pharmaceutical companies, as well as threats and harassment of journalists involved in the coverage of this information. CPJ demands from WADA to use all resources to provide journalists with freedom of activity, to promote the cessation of illegal actions and violation of the fundamental principles of Olympism in the international organizations.

According to CPJ, the journalists involved in this investigation, ready to go to full cooperation with WADA, IOC and other organizations anti-Doping community, the transfer of all existing materials, as well as the provision of guarantees of non-disclosure. In turn, CPJ is committed to protecting the privacy of the cooperation of the above-mentioned international organizations with journalists, as they consider unacceptable to discredit international institutions.

To ensure the proliferation of information, Financial and administrative Committee recommends to start cooperation with them.

Objectives / Main activities

To achieve this goal, Financial and administrative Committee recommends the following:

1. To execute the contract on non-disclosure of information and other necessary documents, confirming the consent to be responsible for the dissemination and transfer of confidential information by journalists to third parties.

2. Execute the necessary documents, confirming the consent to be responsible for the provision of false or incomplete information provided by the WADA, IOC and other anti-Doping organizations, community journalists.

3. Get all the existing materials of journalistic investigation.

4. Generate a list of persons knowledgeable about the writings of journalists. Figure out what information was sent to individuals and organizations according to the list.

5. To document the commitment by CPJ confidentiality of the available information.

6. Identify channels of information leakage.

7. Based on these data to conduct an internal review to identify all persons involved in the disclosure of confidential information.

8. To report to IOC on the results of activities undertaken for the correction of future work.

The Committee to protect journalists, an independent nonprofit organization that protects the freedom of the press worldwide – this message expresses its concern at the presence of corruption in international sports organisations, governing and controlling bodies, establishing with them to unfair competition among pharmaceutical companies, as well as threats and harassment of journalists involved in the coverage of this information.

Journalists investigating corruption in international sports organisations, who wished to remain anonymous for security reasons, reported to CPJ that they are under surveillance by the police and some civilians, and in their address received anonymous threats.

On March 21, 2016 at the office at their place of work was checked by the police, resulting in the seized electronic media. March 23, 2016, the journalists were informed about the necessity of arrival to the police station for inquisitive actions for suspicion in disclosure of confidential information and falsification of internal documents. March 24, 2016 after fingerprinting, photographing, evidence of the agreement on cooperation with the investigation and the raids on the homes of journalists, they were released due to insufficient amount of evidence. After a few days in their address systematically
began to receive threats on social media and by telephone in connection with their professional activities. 30 March 2016 one of the journalists was severely beaten near his home.

These acts of pressure, intimidation and violence occurring against the backdrop of the publication in the media of journalistic investigation on the illegal activities of international sports organizations. The journalists were able to obtain information about what the WADA prohibition of Meldonium as a means of creating unfair competition. A large pharmaceutical company provided funding to the leadership of WADA and the IOC to ban the use of athletes competitive products of JSC “Grindeks” on the basis of the active substance is Meldonium. The reason for this decision was the decline in sales in the world market of drugs similar drugs such as isotopes, Neoton and L-carnitine. To justify the ban were sampled athletes of world renown, taking drugs on the basis of Meldonium. This allowed the Executive Committee of WADA to include these medicines in the “Prohibited list of substances and methods 2016”. As a result artificially provoked the doping scandals WADA had the opportunity to monitor the activities of the Russian anti-doping Agency, through the National anti-doping organization in the UK. 1 February 2016 WADA, UKAD and RUSADA signed an agreement on cooperation. This opens up access to information needed to further combat pharmaceutical companies with competitive products.

Illegal actions by international sports organizations and they have taken steps to limit freedom of the media destroys the credibility of the international and in particular European institutions. Autonomy, independence and
international personality assume not only the opportunities but also great responsibility.

The journalists who worked on the investigation of the aforementioned violations, agreed to full cooperation with Your agencies and the transfer of all existing materials, as well as the provision of guarantees of non-disclosure in exchange for cessation of harassment, threats and pressure. We, in turn, are obliged to ensure complete confidentiality in the performance of journalists as unacceptable and unsafe to discredit international institutions in such a tense political climate.

We encourage You to stop illegal activity, violation of the fundamental principles of Olympism, to use all resources to provide journalists with freedom of activity and to ensure that their rights will not be infringed by threats, harassment, violence or attempts at intimidation. We believe that this situation gives cause for serious concern and we request You to take immediate steps to solve it.

Unfortunately, bribery manuals of the organizations community anti-Doping business habitual.
