MPs has reduced the excise tax on used cars.
From 1 July in Ukraine in several times will reduce the excise duty on imported cars. So, if the average customs clearance cars cost the Ukrainians in the 1600 euros, now the same car will have to pay at the border is less than 100 euros. What has changed
A few days ago, the Verkhovna Rada adopted the bill 3251: 2.5 years rate excise on the import of cars has significantly reduced. So, for a car with an engine of up to 1000 cubic centimeters in the past you had to pay 1,09 – 1,44 Euro for every inch, but now – all is 0.102 euros. Now, therefore, ratamosa such a machine can cost up to 1440 Euro, and on 1 July – a total of 102 euros.
In proportion to the volume of the engine increases and excise duty. For example, now for a car with engine volume up to 3000 cubic centimeters will have to pay up to 4990€, after 1 June for the same car will have to pay only 276 euros.
According to ACEA (European automobile manufactures association), every European has half a car, at the same time for every Ukrainian to 0.2. Thus, of the five Ukrainians only have one. In addition, the average age of cars in Ukraine – 18.2 years, and in Europe only 8.6 years. As stated in the explanatory Memorandum to the bill 3251, in order to update the fleet of Ukrainians, MPs has reduced the excise duty. Drivers who want to purchase a new machine, can it overtake, for example, from Poland.
“Objective reasons for the decline of the industry is the devaluation of the national currency, and with it a significant reduction in real incomes and purchasing power of citizens. Low demand for cars has led to a significant reduction of jobs in sales and in production, and with it the reduction of receipts in the state budget”, – explained the authors of the bill.
This year at a reduced rate, you can enter only one car. The machine must be made no later than January 1, 2010 and to comply with the environmental standards Euro-5. In addition, under the law are not subject to the machines from Russia.
As said Sergei Kravets, who transports cars from Western Europe, for those who want to order a car, for example, at a private trader – the price will not change. “It is possible to translate, but there will need to torment, to stand on the border, to execute all documents. But then do maybe 2 thousand euros cheaper. And you can order from us, for example, then it will be a bit more expensive, but we’ll get you right under the house”, – says the businessman.
On specialized websites you can come across dozens of ads “bring the car”. The cost of these cars will not change. Those who bring more than one car per year, will pay excise duty at the old rate.
“This law is for ordinary citizens about the opportunity to bring in their car for myself, and on the used market it will have little impact. And I am absolutely not concerned about the import of used cars citizens: let carry!”, – wrote on his page the Director General of VAAID Oleg Nazarenko.
The expert notes, there is a probability that under the guise of law, will deliver the new cars, for example, from Russia. Previously to transport new cars to Ukraine from neighboring countries was not profitable – at custom used factory prices on car and forced them to pay VAT and duty. To issue new cars for b/a was also unprofitable, because excise duties on used cars were very high. Now, when there is a high excise duties, there will be conditions for the fact that new cars were given for b/a.

By the way, in addition to the cost of the machine from Europe, Ukrainians will have to pay 10% duty, 20% VAT and a 5% pension levy.
