According to information of the Ministry of communications, published in “Izvestia”, the Russian Federation will create a single database of mobile numbers. The measure aims to make it easier for banks and collection agencies to establish accurate information on borrowers. Just enter in a request the mobile phone number of the potential borrower, as will be immediately important for the Bank or other creditor information. The corresponding bill is developed by the Ministry of communications, and after its approval, amendments will be made to the law “On communications”.
The main reason for implementation was the difficulty of recovery of Bank debts. It’s no secret that a huge number of sim cards every day is thrown away by previous owners and vacant rooms are given to new subscribers of cellular operators. However, the rooms remain in the databases of banks and collectors trying to then collect the debts from the new owners of the mobile numbers.
The order of access to the database will be defined at the government level. The base will be an additional instrument to combat loan defaults, along with the credit history Bureau. The mobile operators have opposed the initiative, as suggesting a minimal effect from an innovation, whereas the harm from the leaks of information from the database may be much more.
