Terrorist group “Islamic state” (IG, is prohibited in Russia) continues to trade oil that is the main amount of funds received by the group, despite previously adopted by the Security Council resolution to combat terrorist financing, said the UN under Secretary General for political Affairs Jeffrey Feltman.
Speaking at a meeting of the Security Council, Feltman said that the IG is able to quickly and effectively mobilize massive resources.
Appearing and getting stronger in Syria and Iraq, largely due to the long period of instability and conflicts in these countries, ISIS “benefits from the flow of financial resources and its ties with transnational crime and extends its action to other regions,” said Feltman.
“The main source of funding is the use of oil and other natural resources of the occupied territories, the collection of “tax”, confiscation, looting of archaeological work, external contributions, contributions for ransom (hostage — ed.) and other financial schemes, such as the use of the Internet and social media to raise funds”, — said the Deputy head of the world organization.
As stated in the UN Secretary General’s report circulated for the meeting, in 2015 revenues IG from the sale of oil and oil products amounted to 400 to 500 million dollars.
The UN security Council on December 17 adopted a resolution obliging States to combat terrorist financing, in particular, to freeze assets, deny entry or transit, prevent direct or indirect supply of arms to persons and organizations that will be placed in the sanctions list of the security Council.
According to Feltman, the States members of the United Nations received data informing on possible schemes of supply and trading of fuel terrorists.
“Data and footage provided by States on possible ways illegal trade in oil and oil products ISIS can’t be independently verified by the UN. Moreover, the differences in the material complicate the task of establishing the exact routes of distribution networks”, he said.
