This decision was made by the U.S. Department of State.
State Department spokesman John Kirby said that the decision was gave to US hard.
“Unfortunately, Russia was unable to meet its obligations including obligations under international humanitarian law and UN security Council resolution 2254, and is not willing or able to enforce the Syrian regime with the agreement, to which Moscow agreed,” said the state Department.
