The year of the “Plato”: the first results

Год "Платона": первые результаты

The “Plato” operates in Russia for almost a year. Given the significant public resonance, it is necessary to consider some of the results of the system. Recall that using “Plato” will be charged with vehicles of a permissible maximum mass exceeding 12 tonnes on account of compensation of harm to the Federal roads of General use. The system was introduced with effect from 15 November 2015 and extends to 50 774 km of Federal roads.

According to the head of Rosavtodor Roman Starovoit, for the year of the “Plato” system has registered about 80 percent of carriers. Users issued 570 thousand on-Board units, also has more than 10.5 million route maps.

On 7 November this year with “Plato’s” has raised more than 15.4 billion rubles. The first funds collected in may was spent on road repairs in the most critical condition. Repair work was completed in 37 Russian regions.

However, the Agency noted that the process is not going smoothly everywhere. The example was given of the situation in Tver and Bologoe, where repairs were completed only 40 percent. In this connection, the office urged the officials to strictly control the actions of road services, in order to prevent the laying of asphalt among the puddles and snow.

By the way, strict control over the quality of work is the result of increased public attention to the topic of “Plato”.

Criticism of the system resulted in another argument – the increase in the cost of goods transported, which ultimately will affect ordinary consumers. In fact nothing of the sort happened. As noted in the Agency, “the change in the value of the goods does not exceed fractions of a percent”.

Currently, the tariff 1.53 rubles for one kilometer. The Ministry has prepared a draft decree on gradual increase of the tariff system “Platon” from February 1, 2017 it is planned to increase to 2.61 rubles per 1 km of track, from 1 June 2017 to 3.06 rubles.

Of course, the commissioning of the system was not without technical difficulties. However, Russia in this case does not go in his own, original way, says automotive expert Igor Morzharetto.

“In principle, such systems work around the world – particularly in Europe, in Germany a long time ago, this system worked. Nobody likes to pay extra money, but it is a reality. The whole world went down this path, we just repeat,” said he.

In addition to the above figures, you can call the other arguments. The owners of transport companies, for example, receive detailed information about planned and actual truck routes. On the basis of which, by the way, it is possible to discuss with officials of real, not theoretical problems. An example of this is the same control over the repair of roads.

Cargo owners receive full information on scheduled and actual traffic routes. And it would be very strange if they weren’t interested…

Maximum optimization of routes is another way to reduce costs. Yeah, don’t always have the desire to tackle these problems. But “reluctance” does not mean to do, isn’t it?

The establishment of a monitoring system, by the way, one of the most urgent tasks that can be solved by including with the help of Plato.

In General, it is hardly a news message that because of the length of Russian roads and, most importantly, their condition, the transport costs are sometimes huge. The development of a monitoring system will optimize the routes. And efficiently to solve problems.

One more thing – “Plato” allows tighter control of foreign trucking companies on the Russian market. Against what domestic carriers are unlikely to object.

By the way, when talking about the system, why not think about car ownership. Although the condition of the roads and traffic are concerned not less than the owners of transport companies and truck drivers.

Of course, the introduction of the “Plato” meant problems, including those of a purely technical nature. But the system is not static, is constantly being improved. And ultimately, solve problems with it will be much easier.
