Pair parts ORAS form a standard technology system. The formation of technological systems is the result of applying MDM96, methods of optimization of resource and administrative systems. From the point of view of HORACE should exist following the functioning of the system branches of government – Executive, legislative, electoral, judicial and GOST.
Let’s start with the core ORAS system GOST.
September 5, 1925 by the decree of the Council of people’s Commissars of the USSR was first created by Union on standardization – the Committee on standardization at the Council of Labor and Defense. The introduction of state management of standardization in the country was the beginning of systematic work in all sectors of the economy. In the Soviet period the structure was known as GOSSTANDART.
May 7, 1926, was approved the first all-Union standard — OST 1 “Wheat. Breeding varieties of grain. Nomenclature”.
In 1927 the post of Chairman of the Board on standardization was appointed G. M. Krzhizhanovsky, who laid the scientific approach to the work on standardization.
An important role in strengthening and improving the work on standardization in order to increase mobilization readiness of the national economy and defense industry has played in the resolution of the Central Committee of the CPSU(b) and SNK USSR on 9 July 1940 No. 1211 “On the state all-Union standards and the order of their introduction. Cancelled the order in which the state all-Union standards for products approved by the commissariats, which produced these products. Development and approval of the state all-Union standards that are mandatory for use in all sectors of the economy, was entrusted to the newly created all-Union Committee for standardization (VKS) under the Council of people’s Commissars of the USSR. It was soon renamed the all-Union Committee of standards.
In 1946, at the conference in London was accepted the decision on creation of the International organization for standardization (ISO). The USSR was one of the founding countries of the ISO and the Russian language was recognized as one of the official languages of the organization. The USSR took over the work of the secretariats of technical committees: TC 37 “Terminology (General principles and coordination)”; TC 55 Timber (assortment of sawn timber and coordination)”; TC 57 “surface finish (metal)”; TC 65 “Manganese ore (chemical methods of analysis).
In 1954 was formed the Committee of standards, measures and measuring devices under Council of Ministers of the USSR on the basis of the merger of the office for standardization under Gosplan of the USSR and the Main chamber of measures and instruments of the Ministry of Finance of the USSR.
Since 1970, the on state standardization of the Soviet Union was called the State Committee of standards of the Council of Ministers of the USSR (Gosstandart of the USSR). And in 1991 his successor was determined by Gosstandart of the Russian Federation.
That gave the system GOST? Briefly, it guaranteed the quality of industrial products and services to the population throughout the Soviet Union.
The Standards read: “non-compliance is punishable by law.”
THE CRIMINAL CODE OF THE RSFSR. Article 69. Sabotage.
The act or omission aimed to undermine the industry, transport, agriculture, monetary system, trade or other sectors of the economy, as well as the activities of state bodies or public organizations with the aim of weakening the Soviet state, if the act is committed through the use of state or public enterprises, institutions, organizations or by countering their normal operation, shall be punished by imprisonment for the term from eight till fifteen years with confiscation of property.
The government guaranteed the performance of GOST standards.

Rosstandart is representative of the interests of Russia in the sphere of its activities on the international level, namely:
- – represents interests of Russia in international organizations for standardization, certification and Metrology;
- – contributes to Russia’s accession to the world trade organization;
- – leading national standards of the Russian Federation, rules and procedures of confirmation of conformity of products in harmony with international standards;
- – provide national security, protect the interests of the Russian Federation;
- – enhances competitiveness of Russian products and expand exports.

Compare for the “act or omission aimed to undermine the industry, transport, agriculture, monetary system, trade or other sectors of the economy, as well as the activities of state bodies or public organizations with the aim of weakening the state”:
– in the Soviet Union. Shall be punished by imprisonment for the term from eight till fifteen years with confiscation of property.
– in a free, democratic Russia. Punishable by a fine of twenty thousand to thirty thousand roubles with confiscation of subjects of an administrative offense.
The difference is obvious. In the first case protected the rights of citizens, the second law officials and entrepreneurs.
The system GOST, from the perspective of HORACE, is a database containing normative documents, mathematical models of technological machines and processes have passed the audit process and standardization, the standard guaranteeing accuracy and correctness of the calculations, the integrity of databases protection from unauthorized destruction algorithms and normative values.
For optimal coupling parts ORAS technological system needs in designing, planning, monitoring and evaluation be guided by the same regulations and models of technological machines and processes.
Normative documents normative legal acts adopted within the competence of the authorized state body or by referendum with the observance of the procedure established by legislation, technological regulations, technological processes, design documentation, procedures, instructions, source documents and reports that have passed the procedure of standardization and audit, approved by the authorized state body – the standard, is obtained by calculation in the application of Standards (technical regulations, models of technological machines, etc.), a scientific, engineering and statistical calculations.
The purpose of the audit procedure and standardization is the guarantee of optimal pairing of process systems at the design stage, planning, monitoring and evaluation of technological systems, machines and processes, regulations, design documentation, procedures, instructions, primary documents and reports.
Also, the system of GOST with audit procedures, and standardize the standard guarantees the accuracy and correctness of the calculations, the integrity of databases protection from unauthorized destruction algorithms and normative values.
When designing any person, within its competence, using models, standard documents and database GOST, can create a project or a new version of the regulation methods, production rules, workflow, user or database. After conducting a self-audit procedures, and standardize the project is sent to the authorized state body in system of GOST.
The project, after consideration by the authorized state body within its competence, the adequacy and the correctness is confirmed by the GOST, the project is accepted or deviates based on the same audit procedures and standardization.
Solved two problems at once – the project is guaranteed an independent assessment of the adequacy of the draft GOST system and the decision usefulness of the authorized state body within its competence must be justified on the basis of audit procedures and standardization of incoming in the system GOST.
If the authorized state body or the project applicant dissatisfied with the result of the procedure, it is not the subject of administrative decisions, and a standard procedure initiated through the courts using the document management system GOST.
This determines the place of the standard, as the core of the system ORAS.
In detail the process of creating a project such as the Constitution, would look like.
