A group of deputies headed by Sergey Naryshkin submitted to the state Duma a bill regarding the payment of a vacationers membership fees, the correspondent “of Rosbalt”.
The bill affects the interests of more than 60 million citizens, leading horticulture, gardening and suburban farming. The document, in particular proposed to clarify the procedure for calculating membership fees. Directly provides that such fees will be used, including, for the maintenance of the common property. This will allow to “cut off the possibility of covering these contributions, the issues of-pocket costs associated with the maintenance of land and other property belonging to the members of the Association”, stated in the explanatory note to the draft.
It is also proposed to establish the relationship between the amount of the membership fee and a land area summer resident and (or) the total area owned by him and located on such land plot of real estate.
Provides for the need to consolidate in the Charter of the order of determining the size of penalties (fines) in case of late payment of contributions and procedure of payment of such liquidated damages.
According to another norm, the housing Association cannot refuse to resign from membership of the Association after repayment of all amounts owed to the Association if such receivables are available.
The members of the Association are entitled not only to get acquainted with the documents of the Association and to receive copies of such documents.
The project also establishes the responsibility of the resident to notify the Association about the alienation of their land. This rule aims at securing for the Union the right to timely updated information about the members of the Association and to resolve the issue concerning the recovery of unpaid fees, claim MPs.
A number of rules specifies the list of cases when not permitted absentee voting by the membership. Such cases are encouraged to include questions about the amendments to the articles of Association or approval of new edition of the Charter of the Association, its liquidation and (or) reorganization.
In addition, the project provides for the creation of each Association registry of its members and the citizens engaged in gardening, market gardening or dacha economy on an individual basis.
