The state Duma adopted in the second reading the draft law on the payment of vacationers membership fees, the correspondent “of Rosbalt”.
The bill affects the interests of more than 60 million people, leading gardening and suburban farming. The document, in particular proposed to clarify the procedure for calculating the membership fees. Provides that such contributions are allocated, including for the maintenance of the common property. This will allow “to cut off the possibility of covering the expense of these contributions, the issues of personal expenses related to maintenance of land and other property belonging to the members of the Association,” reads the explanatory note to the project.
It is also proposed to establish the relationship between the size of the membership fee and the land area is a summer resident and (or) the total area owned by him and located on such land plot of real estate.
Stipulates the need for consolidating the Charter of the procedure of determination of amounts of penalties (fines) in case of late payment of contributions and manner of payment of such penalty. Thus, when considering the document in the second reading the deputies adopted an amendment on which the amount of such penalty may not exceed 1/300 of the key rate of CBR in effect as of the date of actual payment, is not paid in time the sum for each day of delay (increase not allowed).
In another normal country Association may not refuse the exit of members of the Association, subject to repayment of all amounts owed to the Association, if such debt is available.
The members of the Association are granted the right not only to get acquainted with the documents of the Association and to receive copies of such documents.
The project also establishes the obligation. to notify the Association about disposition of the land within 10 days. This rule is aimed at consolidation of the Association the right to timely updated information about the members of the Association and to decide the issue of recovery of unpaid fees, according to deputies.
A set of rules specifies the list of cases when not permitted absentee voting members of the Association. Such cases are encouraged to include questions on amendments into the Charter of Association or approval of new edition of the Charter of the Association, on its liquidation and / or reorganization.
In addition, the draft provides for the establishment of each Association registry of its members and the citizens, the leading gardening, gardening or country farm individually. According to the adopted amendments, the registry should be created before June 1, 2017.
