The Minister of economic development Alexei Ulyukayev said that the current relations between the state and citizens is not quite fair. The Minister expressed the opinion that citizens of Russia have the right not only to demand but to receive from the state more.

In an interview with NTV, the Minister expressed the essence of the relations between citizens and States a simple formula: “the Taxpayer would pay taxes only in exchange for a fair service from the state. I think this is the essence of the relationship between citizens and the state”.

The speaker said: “now Rightly constructed relationship between citizens and government? I think that is not quite fair. It seems to me that citizens have the right to obtain and to require from the state more in parts and rights: social rights, economic rights. In questions of ecology, security, transport availability, housing, food security was solved better than it is now”.

However, the head of the MAYOR tried to add some optimism: “it seems to Me that the dynamic here has improve. We all want it to be better, know better, that each one of us to himself could feel it. It’s not always successful. However, it seems to me that we are coming.”

As a key date in the interview reference was made to the year 2030. The presenter asked why this date is called the speaker at the Gaidar forum, talking about the state fair. “Why 2030? Because we are required by law to prepare a strategy for socio-economic development until 2030, this is a normal planning horizon, which allows you to make the right decisions. And anyway, I remind you that the ancients called the strategy of “art of the commander”,” he said.

However, in a closer perspective to expect “from the state more” is hardly necessary. Ulyukayev admitted in an interview to “channel one” that the economic situation may require further cuts in the expenditure side of the budget in may this year: “Now is not brought to the limits of budget allocations in the amount of 400 billion rubles small. If by may we will see that the situation is not improved, it seems that these funds via the budget law will be cut”. Specifics a bit: “This is more or less uniform cutting of various costs, with the exception of some social programs.”
