According to Sergey fakhretdinova, in General, this article needs to detail measures to impose a temporary restriction or termination of movement of vehicles and the issue of charging fees to vehicles it recommends to exclude.

He also noticed that the introduction of restrictions on entry are not spelled out the conditions of Parking.
