Минтруд допустил возможность введения в России «налога на тунеядцев»

The Deputy head of Ministry Andrey Pudov said that the theme of the introduction of a tax for working, but never working citizens is discussed. He did not specify where it was, and recalled Belarusian “tax for parasites”

The Ministry of labour and social protection of Russia raised the question about the possible introduction similar to the existing recently in Belarus tax for able-bodied, but never officially employed citizens, said the Deputy Minister Andrey Pudov.

“They [Belarusian authorities] introduced the so-called tax on those individuals who are of working age, but do not pay premiums are not employed in the labour market. They are such a serious step”, — said Pounds (quoted by “RIA Novosti”).

“While we are discussing this topic, they have this decision already made,” he added. Suministra did not specify where exactly discussed the possibility of introducing such a tax.

Pounds took the legalization of the labor market among the priority tasks of the Ministry of labor, noting that currently the Agency uses for its solution “administrative leverage”, the use of which only from the beginning of 2016 allowed to sign more than 400 thousand new contracts of employment. “This is the basis in order to develop legislative measures”, — he added.

Press Secretary of the President of Russia Dmitry Peskov said today that the Kremlin no decision about the “tax on” social parasitism ” is not accepted.

“It is a question, the prerogative of the government. Any position developed or unified, to this point. Any decision in this regard was not taken”, — said Peskov (quoted by TASS).

In April 2015, President of Belarus Alexander Lukashenko signed a decree “On prevention of social dependency” aimed at “able-bodied citizens to work”. In accordance with the document “parasites” (including resident foreigners and persons without citizenship) must annually pay into the Treasury a fee in the amount of 20 basic units. Thus, in 2016 the fee is 4.2 million Belarusian rubles (about $215).

At the end of February 2016 labor Minister Maxim Topilin in an interview with NTV television estimated the number of working “in grey” Russians 15 million and losses from nedostupova insurance premiums 500 million rubles, the Minister then noted that his Department does not lead the development of the law on parasitism, but “looking for options” the solution to the problem. “I have no recipes, but it’s a huge, huge reserves in order to replenish the insurance system, the tax system. It is unfair when someone is working illegally, for it does not pay anything, he pays nothing. And then what happens? The budget of a constituent entity of the Russian Federation has to pay for his mandatory health insurance as unemployed”, — said Topilin.

In may 2015, the Deputy head of the Federal service for labour and employment Mikhail Ivankov said at the Federal level that addresses the issue of the introduction social gathering, which needs to pay all officially employed citizens over the age of 18 years, in addition to the registered unemployed, students, pensioners and representatives of some other categories.

The legislative Assembly of St. Petersburg in the spring of 2015 was drafted amendments to the criminal code, according to which Russians, evading employment for more than six months, it was proposed to prosecute and punish a year of corrective works.

The head of the social policy Committee of the Federation Council Valery Ryazansky advocated depriving the parasites of social benefits and privileges. “People who deliberately do not work, should not have those privileges and opportunities in the social plan that are working citizens… we are Talking about the fact that they are deprived of high-quality medical care, including rehabilitation, because they do not contribute to the system of mandatory medical insurance in contrast to the working citizens”, — said the Senator.
