The Ministry of Finance of Russian thinking on the reduction of the program of support of small and medium enterprises (SMEs) next year. According to the proposals of the Ministry, financial assistance may amount to 4.6 billion rubles (excluding capital expenditure) is 12.1 billion. On Friday, July 29, reports “Kommersant”.

Money for SMEs in the Ministry of Finance has proposed to take from balances of funds that were previously allocated to the Corporation for SMEs (as of may 1 of this year, its accounts listed 37 billion).

Available publications was a letter to the Minister of economic development Alexei Ulyukayev on the name of the first Deputy Prime Minister Igor Shuvalov, in which he sharply criticized the initiative of the Ministry of Finance. In his opinion, such a step is contrary to the budget law and Strategy for SME development till 2030″. He also pointed out that under the law means the Corporation of SMEs can be directed only to “the provision of warranty support and the formation of the national system of guarantee institutions”.

“According to the law on entrepreneurship, the tasks and functions of SME Corporation cannot duplicate the powers of the Ministry of economy and regional authorities for the implementation of this program,” — said Ulyukayev.

Official for its part insists that the support program should be increased. Its funding, at least, should match the level of 2013-2015 (21-23 billion annually). Also, Ulyukayev said that the additional 10 billion must be placed on the development of equipment leasing small and medium-sized companies, and another 8 billion for the financing of Fund of assistance to development of small forms of enterprises in scientific-technical sphere.

The program of support of small and medium enterprises since 2005. “Kommersant” notes that while the volume of financing amounted to 1.5 billion rubles, and for 10 years has increased 12 times. The program’s budget has decreased dramatically in 2016 because of the crisis.
