The government is already not the first month, there are discussions on improving conditions for small and medium enterprises (SMEs) and SMEs ‘ access to public procurement. In his report to the state Duma the head of the government Dmitry Medvedev said that the need to continue to work on expanding SMEs ‘ access to public and municipal procurement, because now very often it is only open “their”, and competitions and tenders are conducted formally.

In the financial block of the government has prepared a draft decree, which will consolidate certain procurement quota for SMEs. Currently, the annual volume of procurement of goods, works, services of subjects of small and average business under direct contracts is 10%. Beginning January 1, 2017 it is planned to legislate the figure at 15%. The government hopes that this will expand the demand for goods, works, services of subjects of small and average business.

Overall as of March 2016, the volume of direct procurement from SMEs amounted 207,7 billion. Leaders on volume of the planned procurements from SMEs are such state companies as OAO “RZHD” (RUB 32.8 billion), FSK UES (29.6 billion rubles), “Rostelecom” (23.1 billion rubles), “Rosneft” (17.1 billion rubles), JSC “concern Rosenergoatom” (15.8 billion roubles, “Gazprom centrremont (10.5 billion rubles), “Uralvagonzavod” (10,09 billion rubles), “Russian Post” (of 8.95 billion roubles), Gazprom (RUB 7.3 billion) and “ALROSA” (7.2 billion rubles).

In addition, since may 1 it is planned to introduce a two-tier system of monitoring compliance with the proportion of procurement from SMEs. From December 1, 2016 Federal Corporation for development of small and average business will begin reviewing draft plans of procurement of innovative and high-tech products. And there is a plan together with customers, public authorities of subjects of Federation events “davarashvili” subjects of small and average business. Till 2018 it is planned to increase the share of purchases of major customers of small and average business in total amount of from 18% in 2016 and 25% in 2018 (annually 2.3%).

Corporation for the development of SMEs at the beginning of 2016 for small and medium businesses were issued about 3,5 thousand guarantees and sureties in the amount of 19.2 billion rubles with the plan in 2,7 thousand guarantees. In 2016 the Corporation under the National guarantee system (NGS) will begin work on implementation in 10 regions of Russia of uniform requirements to the main and supportive processes of providing guarantee support for all participants in NGS, including a Corporation, a SME regional guarantee organizations, SME Bank. It is expected that in 2016 the warranty support of subjects of small and medium enterprises should be not less than 65 billion rubles (Corporation ICPS — 30 billion, SME Bank 12 billion roubles, regions — 23 billion rubles).

In addition, the planned creation of multifunctional centres for business in order to provide in all regions of the state and municipal services, government support, consulting and credit services. The project is due to be completed in 2017 in conjunction with the Ministry of economic development.

It is supposed to launch in the summer of geomarketing information system “Business-Navigator SMEs”. The essence of the project is to launch an interactive map of Russia, broken by regions where a user in the form of “one window” can obtain information about all types of Federal, regional and municipal support of small and average business. Also, the resource will be placed in the directory model business plans for 75 most common types of business. It is planned to about 700 typical business plans. From July 2016, the Navigator will first cover the 76 cities. In the future we plan to expand the list to 169 cities.
