However, the position of the Ministry of economic development on this issue are clear. Thus, the Agency currently sees mostly cons in changing the formula of calculation of insurance contributions to the pension Fund and FFOMS.

If the income of an entrepreneur is more than 300 thousand rubles, he will pay a further 1% of the amount exceeding three hundred thousand income. The Ministry of labor proposes to refuse the allowance to 1% and to introduce a multiplying factor, which in 2017 will amount to 1.2 and then every year will increase. According to the calculations (contained in a letter to the Director of the SME Department of the Ministry of economic development Maxim Parshino), which are specially treated by the Ministry of economic development did OPORA Russia, if next year will apply the new formula, the insurance premium for individual entrepreneurs with income up to 300 thousand rubles will amount to 24.7 thousand rubles (according to the old formula — 20.6 thousand rubles). That is, the growth will amount to almost 20%. The maximum contribution for entrepreneurs who earn about 14 million rubles, will reach nearly 164,8 thousand roubles.

With regard to contributions for compulsory health insurance, as a proportion of the increasing burden can be even greater. For example, in Moscow it will increase by 25.8%, and on Chukotka — 76.8%. Moreover, the maximum change will hurt entrepreneurs with very low incomes, noted by the OPORA.

Thus, the Ministry assumes that the new formula can bring an additional 14 billion rubles in 2017, and by 2021, when the multiplying factor reaches the maximum value, this income will rise to 53 billion rubles. In “Support” remind that in 2013 is also planned to collect additional 47 billion rubles, but the opposite happened — leaving PI FIU has lost 20 billion rubles.
