The Russian Cabinet of Ministers intends to allocate 40.1 billion rubles in the period from 2017 to 2025 for the implementation of the state program of national policy. The funds allocated from the Federal budget, the Pension Fund, mandatory medical insurance Fund and social insurance Fund will, in particular, on the support of the Cossacks, which will allocate around 765 million. This is stated in the draft government resolution published on the common website of normative legal acts.
On a system of state-public partnership with the Russian Cossacks is the government going to allocate from the Federal budget of 765 million roubles to 2025. The result of the implementation of this subprogramme shall be to increase the number of Cossack societies with 180 thousand people in 2017 to 206 thousand people in 2025.
In addition, the Cabinet of Ministers of the Russian Federation expects to increase the role of the Cossacks in the education of the younger generation and to increase the number of events held with the participation of the Cossacks, the education of children in the spirit of patriotism by 18% by 2025.
The state programme consists of nine subprogrammes aimed at socio-cultural adaptation and migrant integration, strengthening nationwide civic consciousness and spiritual community, the development of ethnic and cultural diversity of the peoples of Russia, promoting equality, rights and freedoms, and harmonization of national and inter-ethnic relations.
In the list of tasks of the programme are the strengthening of unity of the Russian nation and the establishment of a sustainable system of public-public partnerships in the field of state policy concerning the Russian Cossacks.
In addition to the support of the Cossacks, the government will allocate 763 million on socio-cultural adaptation of migrants. Prevention of xenophobia, religious and racial intolerance, as well as the fight against falsification of history and attempts to undermine political stability in Russia, the Cabinet will receive 4.7 billion rubles.
Recall that in early August, the Governor of Krasnodar Krai Veniamin Kondratiev instructed to open on 1 September in all schools of the Kuban Cossack classes and instructed to prepare for the municipal government more Cossacks with higher education. In addition, the Council leader Kondratiev stated the need to integrate the Cossacks into power, however, in the Kuban Cossack army are not enough specialists with higher education.
The Cossacks are engaged in law enforcement, protect children’s educational institutions – kindergartens and schools (“If our children will see that they are guarded by the Cossacks, they will understand that the Cossack in the form of security guarantees”, – said the Governor), to help fight drug trafficking, are engaged in liquidation of consequences of emergency situations, and fight for morality and ethics in the region. So, the Kuban Cossacks in Anapa traditionally met by the pickets which arrived there with a concert of the singer Boris Moiseyev, claiming that he engaged in “propaganda of homosexuality on the resort of Federal significance”.
17 may 2016 around 30 Cossacks attacked in Anapa on Alexei Navalny and his colleagues on the Fund of struggle against corruption and threw their packets of milk and beat with shouts: “Get out of our land”. The representative of the Cossacks explained: “I Just wanted to show that Navalny, who lives on the money of Americans who don’t belong here”. Among the attackers was ataman of Anapa Nikolay Nesterenko and nine representatives of the Cossacks.
