The law is either there or not

Illegal extraction of amber in Ukraine is not the first year. Similarly, as illegal (or “schemes”) deforestation, coal mining “coal mines”, collecting scrap metal, etc. the first year irreversibly destroyed nature, ruining your health “black kopateli”, cashing in brokers and dealers receive bribe police and officials. And then there is the smuggling, production of counterfeit and many other types of illegal and criminal business.

But, paradoxical as it may sound, until recently all this occurred within the state and even with some respect for the law. Because if people give bribes and looking to evade the law, they still a little respect or at least fear. If people put the money to officials, they recognize them as representatives of the authorities and the state. This all-embracing corruption still gave hope that one day the post will come to those who does not take a bribe, and then all the law will still be followed. You look, and live, if not in Europe then at least a human being!

However much worse when the law can not do, and just ignore it – together with those who represent it. Before myself it could allow only politicians, oligarchs, high-ranking officials, and even then not always. For example, to fly past the post of GAI, not even paying attention to waving your wand in the movie (and not every traffic policeman dared to stop the “big people”). Or to give a face guarding CEC riot police shouting “I’m a Deputy, and you’re shit!”.

This has now become the rule of “good tone” for any social activist or a person who considers himself to be an ordinary hooligan. “I’m a hero, and you separa!” – they yell, fighting off police and national guardsmen. These “heroes” now believe that the law is not a decree at all.

Rather, they are guided exclusively by their own ideas about “correct”, clothed in fancy outfits revolutionary necessity or national security. Went to “showdown” on the Technicals – this is the public men are struggling with smuggling. Plucked in the province election of the mayor – the patriots did not allow the restoration of the unpopular regime. Entered into melee with security forces – to protect the interests of private entrepreneurs.

Of course, these pretexts are flimsy. And well, that they are writing – so, a little afraid to ignore the law, still trying to justify their actions. But as soon as the questions “why?” they rudely walked out “because we wished it so!”?

In 2013 Vradiyevki’s inhabitants rebelled against the local police because she was violated and ignored the law, were doing lawlessness, and covered his kinship ties. Then it was the speech of the people for the restoration of law and order.

Now the situation has changed: from one, then from another region of Ukraine brings news of clashes and conflicts caused by direct disregard of the law and constitutional norms on the part of “activists”, their opposition to the legitimate demands of the authorities. Someone illegally seizes in the village land, the power in the city, there are “squeezed out” a plant, somewhere made a lynching over dissidents, and then gathered a crowd of “sworn brothers” to get out of jail “hero” who was arrested after a drunken brawl with shooting.

This is happening in the country, and without having experienced the revolution, torn apart by the deepest political divisions and waging war. Some three years ago and it was hard to imagine. Today Ukraine slides into the legal chaos that threatens its existence much more than any foreign aggressor.

 

The capital sets the tone

Meanwhile in Kiev on talk shows and round tables are about politicians, analysts and lawyers, anxiously scratch their heads and try to explain all of this dominance of the provincial clans and the lack of true democracy. Some even personally go there to support the “patriots” and to fight “corruption”, but in the end the conflict is not extinguished, but only intensify, leaving behind the ashes legal, dual power, anarchy and ochlocracy.

Guess it never reached the simple truth that those things are directly to blame, they (or their Metropolitan colleagues), because the waves of chaos spreading out across Ukraine, initiated in Kiev. From here it starts! The province just obezyannike, learning from the experience of the Metropolitan of Kiev and copying processes.

Euromaidan in Kiev has spawned a lot of the Euro Maidan, Automaidan and Antimaydan in other cities of Ukraine. Battle on Hrushevskoho inspired thousands of Ukrainians also to try themselves in battles with the hated “garbage”.

Take the example of the Eastern province went even further: if the Euromaidan were only against the government, the separatists acted against the state itself.

The removal of Yanukovych from power by a simple vote of Parliament has set an example for two dozen cities and towns, where local councils in the same way sent on “vacation” to their mayors. Regular fights between parliamentarians and their hand-to-hand skirmishes with the officials have given a bad example to the deputies of local councils and provincial “crazy city”.

And the tradition is to declare some disliked the results of the elections “rigged”, which appeared during the first Maidan! This tradition is long gone from Kiev across the country, and for each losing candidate was just good manners to accuse the winner of fraud. Now it is complemented with the challenge traveling team “of activists-patriots” led by the capital’s Deputy, which now will block the electoral Commission, and will raise the ears of the city demanding a re-vote.

The capital of any state have always been trendsetters and trends: the province looking at them and trying “to keep up with life.” And most importantly, if legality becomes a Convention in the capital, throughout the rest of the country will begin to act according to the principle “the worse time they can, and so to us too.” And, as is usual in human nature, the most contagious are bad examples. If someone thinks that this is a normal process of revolutionary social change, he is mistaken. Once a social revolution, we do not need flushing? But if the Revolution of Dignity, there is no need at all to comply with the laws, property rights, the rights of man and citizen? No, this is not a revolution, and its negative costs. 1917 gave rise to a wave of anarchy, coups, expropriations, vigilante justice and crime, however, the Bolsheviks with them diligently fought. The euromaidan also sparked a variety of negative, however, the government is in no hurry to eliminate it and restore the rule of law.

Perhaps someone from Kiev politicians believed that this chaos can be controlled to use it for their own purposes. These goals, of course, very different: from selfless fight against corruption mercenary to replace the “old cadres” to his protege and resolve issues in business.

However, this is a fatal delusion, as controlled chaos can be much more dangerous than a natural, besides, sooner or later he must come out of control. And then they have to make sure that corruption and even organized crime is far less dangerous than anarchy. Unfortunately, a blow will be delivered to the whole country, first and foremost, the millions of Ukrainians who need the protection of the law and assistance from the state.

It should be understood that this problem cannot be solved partially. It is impossible to allocate to the province of “expedition” law enforcers and lawyers to restore the legal field while continuing to ignore the law in Parliament, in government, in the streets of the capital. No, with the capital it all started, her first and set the example of returning to life under the law
