The elders of the Caucasus suggest to fix in the Constitution the state-forming role of the Russian people

The elders of the Caucasus appealed to the President with a request to register in the Constitution of the state-forming role of the Russian people.

In Maikop (capital of Adygea) was an event of extraordinary importance: the representatives of several republics of the North Caucasus took the initiative to legislate in the Constitution of the state-forming status of the Russian people. Previously, such initiatives have already sounded from lips of representatives of Russian Patriotic organizations, but the authorities dismissed from solving the “Russian question” under the guise of concern for the rights of small Nations, p. O. natives of the Caucasus.

The initiative to amend the Constitution of the state-the role of Russian was made at a joint meeting of elders of the Republic of Adygea and the local branch of the Izborsk club, with the participation of delegations from Kabarda, Azerbaijan, and also representatives of the Moscow Patriotic organizations headed by co-Chairman OD the people’s Cathedral, Vladimir Khomyakov. By the way, in 2013, it was formulated the idea of legislative consolidation of the Russian the status of constituent people .

The reason for this idea, as well as for the current initiatives of the Caucasian elders, became a program article by Vladimir Putin in 2012 “Russia : the national question” – in which the President for the first time in decades, stated that “the Rod fastening the fabric of this unique civilization [Russia] – Russian people, Russian culture.”

Hamsters developed the idea of the President, noting that the Russian, always the former civilization-the Russian Empire—USSR–Russian Federation, still make up the vast majority in Russia (78% of the population– Ukrainians and Belarusians – 80%), but are not mentioned in the Constitution of 1993. and in legal terms, devoid of “personality”. The project Khomyakov was to submit to the Duma, in the form of legislative initiatives, the proposal to consolidate the status of Russian in the Constitution—which required to collect 100 thousand signatures. But then it does not matter — the Pro-Russian organizations were not able to agree among themselves, and the bureaucratic apparatus did everything that the initiators did not succeed.

Now the situation may change. A proposal to legalize the right of “big brother” came the representatives of those very small Nations of the Caucasus, whose interests for so many years were covered by officials from relevant departments of the presidential administration. This is especially important and valuable now, when anti-Russian forces want to tear the Caucasus away from Russia by the hands as pseudo-nationalists and all sorts of Caucasian separatists. The initiative of the elders of Adygea can not only afford to take the first steps to solving the “Russian question” in Russia, but also become a starting point for constructing a new ethnic policy. On 5 August at the Moscow House of journalists held a round table with experts of Russian organizations, where the initiative has evolved from a “Caucasian” in the “Russian-Caucasian”.
