The economy will rise at the expense of pensioners

Экономика поднимется за счет пенсионеров

In Russia increased the level of economic activity of the population, for the first time breaking the bar, which he hasn’t reached since 1992. Not excluded, however, that the growth happened at the expense of pensioners forced back to work.

New indicators in the economy according to a review of the Central Bank of the Russian Federation “as evidenced by trends”. The level of economic activity of the population the authors of the document calculated by the formula, where the main components is the number of the employed and the unemployed, as well as the total number of working-age population (from 15 to 72 years).

And now the activity is high – just above 70%. The last time it reached this level in 1992, and this is a record for the entire history of observations of the Central Bank. However, this is not talking about positive trends. “Unemployment tends to decline with demographic trends towards ageing, told the economist “VTB the Capital” Alexander Isakov. – Older people leave work and cease to be part of the economically active population.

Their place is taken by young people, which leads to the growth of the labor force. But they do not have the skills which have older employees.” Economists believe, however, that the economic situation in the country and lack of skilled labor will force older people to come out of retirement to work. “Economic activity of Russians is enhanced by older people, – said Professor of the Department of labour and social policy, Ranepa Alexander Shcherbakov.

– They are trying to keep employers or they return to work from retirement.

Thus understanding the trends, the young people, choosing between school or work, stay on the ground – in order to have higher qualification. “The economic activity of the population will continue to rise. However, it does not say about the well-being or troubles on the Russian labor market”, – said the Deputy Director of the Centre for labour market studies Higher school of Economics Rostislav Kapelyushnikov.

Interestingly, in 72 regions of Russia according to the labor Ministry as of the end of August the unemployment rate was reduced by 0.7%, while at year a decline of 3.5%. In the end, now without a job are 5.3% of the total working population. About 4 million Russians, and about 2 million people – a surrogate unemployed.

“This crisis has increased the number of so-called surrogate forms of unemployment, when people do not interrupt the employment contract, but work part-time or are on leave without pay,” – said the head of the Centre for analysis of social programs and the risks of the Higher school of Economics Sergei Smirnov.
