Explaining the essence of the new bill, the leader SR Sergey Mironov said that at present, the Housing code requires owners of premises in an apartment house to participate in the cost of maintaining the common property in the house through payment for maintenance of the dwelling. In practice, it turns out that the owners sometimes have to pay for and other services that are not included by them at the General Assembly in the approved annual plan of the statement of work.
The bill implements the right of citizens not to pay for additional services that they deem unnecessary.
“It is obvious that pensioners, invalids, large families and young families can’t afford to pay an expensive additional work and services due to low income. These services include the installation of fencing of the area apartment buildings, the operation of the barrier, the content protection”, — said Mironov.
According to SRS, in this case does not take into account the interests of owners who are reluctant to obtain additional and optional services, imposed by the management company.
“Additional costs and other expenses not associated with the maintenance of the common property, the owners should bear only on a voluntary basis,” — said the head of the faction.
It is assumed that the execution of such decision will be imposed only on those owners who took him in. “Thus, the bill implements the right of citizens not to pay for additional services that they believe are unnecessary,” — concluded the leader of the socialist party.
