Six Russian Paralympians ask IPC about individual tolerance for Games

Шесть российских паралимпийцев просят IPC об индивидуальном допуске к Играм

Six Russian Paralympians urged the head of the International Paralympic Committee (IPC) Philip Craven to consider their individual applications for performance at the Paralympic games in Rio de Janeiro.

Court of arbitration for sport (CAS) on 23 August rejected the claim of the RCC on the decision of the IPC on the removal of the Russians from the Paralympic games in 2016 and the deprivation of RCC membership in the organization.

Paralympians Alex Everyday, Svetlana Moshkovich, Natalia Anoto, Alexey Ashapatov, Olesya vladykina and Margarita Goncharova turned to Craven. “I would be very grateful if you considered an individual request to participate in the Paralympics due to exceptional circumstances, or in the alternative, tell me about the conditions under which it is possible my participation in the Games,” — said in a letter to each of the six Paralympians that are quoted by Sputnik.

“I believe that real culprits of the “dirty” system should be punished and suspended from athletic activities. I don’t want to lose to cheaters and don’t want to compete with them, even if they are Russians. But most of all I believe that innocent people should not suffer because of the actions of fraudsters who tried to cheat clean athletes,” the letter reads. Previously, Craven, announcing the decision by Russian Paralympians, said that the Committee spent a lot of time studying the findings of the independent Commission of the world anti-doping Agency (WADA) led by Richard McLaren, who claims that in Russia there were controlled by the government, the system by doping.

The report provided information on 35 positive doping samples Paralympic sport, which disappeared in the period between 2012 and 2015.

But the Russian side has not received any names of the athletes, the sample which allegedly disappeared, no other supporting evidence.

Vladimir Putin speaks at the ceremony of presenting state awards to winners of the Olympic games in Rio de Janeiro. In conclusion, the CAS said that the Russian side failed to prove their case and provide evidence to refute the statement of the IPC.

Therefore the CAS decision to dismiss the Russian team is based only on the reports McLaren, who, in the opinion of the Russian side, is based on assumptions and are inherently unproven, as no examination of it was conducted, including the story of the alleged scratched tubes.

The head of the presidential Council on human rights Mikhail Fedotov, commenting on the decision by Russian Paralympians, cited the decision of the International Olympic Committee (IOC), which allowed Russian athletes involved in doping for the Olympics in 2016.

Thus, according to him, contrary to the received IPC and CAS did not act in line with the legal logic.
