The share of classified expenditures in the budget of Russia has increased to a post-Soviet high

Spending within the closed part of the Federal budget (secret and top secret appropriations) after the latest amendments proposed by the Ministry of Finance of the Russian Federation increased to 680 billion rubles – to 3.66 trillion. Their share reached 22% of total expenses is maximum in modern Russia, estimated RBC. After the adoption of secret appropriations will amount to 4.4% of GDP.

The reason for the growth of such spending is the war in Syria, the increased appetites of the military industrial complex and intelligence agencies, as well as the creation of Regardie, head of military economy laboratory of the Gaidar Institute Vasily Zatsepin.

While in the open part proposed, for example, to cut costs on the national economy (414,7 billion), health (28.6 billion) and utilities (10.5 billion rubles). However, allocations under section “national defense” increased by 10.3 billion rubles. Expenditure on the other power section — “national security and law enforcement — a decrease of 14.8 billion rubles. But all this is just the public part. There are also nine secret apps and two top secret.

Last year, the share of classified expenditures in the Federal budget was 20%. According to the current at the moment the law on the budget in 2016, it was down to 18.5%. The share of the closed part of the budget is growing every year since 2009, when it stood at 10%.

If you look at the 2015 budget, the classified costs more in the section “national defense” – 67%. But they are in other sections: for example, in the section “national economy” in 2015 we classified 7% of the costs in the section “Education” – 4,3%, “Healthcare” – 3,6%, “Culture” is 0.1%.
