Yet the court refuses to accept a statement of claim, but Roman is determined to pursue the case. “It is my principled stand, says Pak. I would like to call power to account for their actions and keeping the law of the Russian Federation. I think I have a chance to win.”

In the summer of 2014 Roman Pak think about the repair of a country house and started saving money for the compressor and welding machine. Planning the family budget, Roman decided to be guided by the law “On the Federal budget for 2014 and on planning period 2015 and 2016”, in which it was stated that inflation in two years will amount to no more than 9.5%. At that time the technique was going to buy the inhabitant of Leningrad region, in the amount of cost 29 thousand 900 rubles. According to the calculations of the Novel, to inflation in 2016 the cost of purchasing it would be $ 32 thousand 740 rubles. The young man began to defer from salary in two thousand roubles a month, to by 2016 to save up the necessary funds. In March this year, when money had been collected, the novel turned into a sales office, but learned that these funds will be insufficient: together, the compressor and welding machine is not worth 32 thousand and 56 thousand 200 roubles.

“Important is not money, but justice”
Roman Pak has decided to defend their rights in court. A resident of the Leningrad region amounted accurate calculations and filed on March 28, the Moscow district court of St.-Petersburg the statement of claim directly against the three authorities — the State Duma, the Ministry of Finance and Treasury Administration. The amount of the claim amounted to 23.5 thousand rubles — the sum of inflation on the compressor and welding machine in excess of. The court refused to consider the claim
Moscow district court rejected the Novel to consider the claim because of low property claims, which accounted for less than 50 thousand rubles. On the same day, the young man filed a lawsuit in the world court, but there the statement is also returned: the Management of Treasury across the Leningrad region, which acts as one of the defendants in the lawsuit, registered in St. Petersburg, but, according to the internal order of the Ministry of Finance may not participate in the proceedings on the territory of the city, because it operates only in the field. Roman and his lawyer appealed the determination, and the district gave additional documentation to increase the amount of the claim — now it is about 53 thousand rubles. The amount increased at the expense of others is unreasonably expensive products.
Now the court has no grounds for refusal. “Now our primary goal is that the judicial system has adopted the statement of claim, says the lawyer of the Novel, Tatiana Minka. — When the court will take a case, defendants will be required to provide a well-reasoned position. “A complicated matter, but chances are there”
