Another condition, under which Moscow can renew the agreement, named the reduction of military infrastructure and the number of US troops in NATO countries that joined the Alliance after 2000.

On Monday, Putin signed a decree on the suspension of the agreement with the US on plutonium disposition. The decision explained, “the threats to strategic stability in a hostile actions of Washington and its inability to fulfil obligations for the disposal of plutonium.

The agreement was signed in 2000. It provides a means of disposing of surplus weapons-grade plutonium in Russia and the United States. In particular, we are talking about its use in nuclear power reactors, disposal or transfer in forms unsuitable for weapons.

In April, Putin stated that, according to the signed by Russia and the United States in the early 2000s to the agreement, the plutonium will be disposed of in a certain way, namely industrial” and that “it was necessary to build special enterprises”. “We have fulfilled their obligations, we are the company built, our American partners” — he added.
