MPs have supported a ban of hostels in apartments

The state Duma adopted in the first reading a bill prohibiting the use of apartments in residential buildings to organize them in hotels and hostels. On Monday, may 13, reports video News Service.

The deputies unanimously supported the document as presented. The authors propose to amend the Housing code (ZHK) in order to more clearly define the prohibition.

Currently the LCD suggests that hospitality services can be provided only after transfer to non-residential premises and equipping it with the necessary equipment (Soundproofed rooms, fire security, burglar alarms, safes and others).

Deputy Galina Khovanskaya, one of the initiators of the bill, noted that such hostels are already located outside the legal field”, because it violates the Tax code, but it is necessary to additionally fix the relevant rules in the Housing code.

“We believe that any accommodation in a residential area of people who to this space have no relationship, is the provision of services. This is not living and is not governed by the Housing code, is the service”, — said the Deputy Sergey Katasonov, co-author of the bill. He stressed that while illegally arranged hostels in apartments, he said, interfere with legal businesses.

The consideration of the bill postponed several times. The document was planned to take until the end of 2015. About the initiative to ban the hostels in apartment houses Khovanskaya first reported last spring.

Hostels, in fact, are microabscesses and help to solve the problem of shortage of cheap hotel rooms. They provide the opportunity to stay in the common room of 4-10 people. Overnight stays cost an average of about 500 rubles. It is almost twice cheaper than the budget hotel.
