In April began the activity for the return of former Finance Minister Kudrin at least in some semblance of power. And although the decoy for some time flirted, just before Easter, he was appointed Deputy Chairman of the Economic Council under the President of the Russian Federation.
Just prior to this, Kudrin of the deans of the faculty of St. Petersburg University, almost from oblivion, where it cited disagreements with Medvedev, is pulled in the leaders of the Center for strategic research. To the former Minister were engaged in preparation of strategy of development of Russia after 2018.
And then Bang — and was made Chairman of the presidential Council. If you happen to know the composition of the Council, I remind the Chairman of this Council — in fact, the President himself. That is, Putin appointed his Deputy in an institution which is engaged in economic planning outside of government. As if to say that within the government, already engaged in either late, or impossible.
The appointment of Kudrin is on the background of shake-up of security forces. The list just now fired long enough. But it’s worth it to look at it. Many believe that the Finance Minister Kudrin was stingy and did not give money no matter what.
However, with the economic Council, the de facto leader of which just became Kudrin, is not so simple. In its written Charter such that in the following may at any time be the basis of a new economic block of the government, and even by the government. You only see what tasks: priorities for structural reforms and sustainable economic growth, promote international integration, national business initiative, the development of infrastructure projects in transportation, technological development.
That is, Kudrin will have to do, if, of course, all this takes seriously, the reforms, at a time when everyone has forgotten the word “reform” and try not to use it, so as not to be accused of extremism. Have to deal with economic growth at a time when the average person lying in shock from the depreciation of the national currency. Have to deal with international integration, while the U.S. Congress is offering even more tighten the nuts of sanctions against Russia. Will have to develop domestic enterprise in the conditions, when one entrepreneur with a plough five security officers with a spoon. Well, transport and roads is all the Russian literary classics.
Oh Yes, and technological development. Will have to practice them after the efforts of the current government’s great project “SKOLKOVO” wild suffered reputational loss.
Well, this is a serious bid to win. If it is, of course, will be held. And not in 2018 all this had to be done, and preferably right now. However, such a dramatic nomination of the Dean of the faculty in the planning reforms will help us to understand what will happen with the government and its President Dmitry Medvedev.
