The agreement was reached during talks with President Putin. In connection with construction of railway and gas pipeline Russia is so interested in the Korean Peninsula, she even demanded to make an exception for these projects in the discussion in the UN Security Council sanctions against the DPRK. Their last action, South Korea has ignored the intentions of Putin. With China it cost even tougher: Seoul decided to discuss with Washington placing in the ROK missile complex rolling land-based for high-rise theatmosphere intercept medium-range missiles (THAAD), which caused the desperate protests of the Chinese government.
Does not forgive betrayal
