The bill on amendments to the Constitution were proposed by the government two years ago. In 2016, it was approved by both houses of Parliament. 4 Dec on this issue must pass a national referendum. Authorities called the bill a step towards a “more manageable and strong Italy.” The document is intended to limit the powers of the upper chamber – Senate and regional governments. Critics of the bill argue that it constitutes an affront to democratic norms.
